Jan Bhagidari and Sabka Saath Sabka Vikas Sabka Vishwas

Current Affairs & Government Schemes › National Missions and Flagship Programmes · Topic 19.3

Jan Bhagidari means public participation in governance, where citizens, communities and civil society share responsibility for planning and delivering public programmes. Sabka Saath, Sabka Vikas, Sabka Vishwas is the Government of India slogan that expresses this approach: development for all with the trust of all. The first two parts were used from 2014, Sabka Vishwas was added in 2019 after the general election, and Sabka Prayas, meaning everyone's effort, has since been added in official speeches. In practice, the idea shows in campaigns such as Swachh Bharat, Jal Shakti Abhiyan, MyGov consultations and Give It Up for LPG subsidy.

Where Does It Fit?

This topic explains the philosophy behind many missions in this macro, from Mission LiFE to Vibrant Villages. Unlike the others it is a style of governance rather than a funded scheme, which is why exam questions on it are conceptual. Previous topic: Atmanirbhar Bharat Abhiyan (Self-Reliant India). Next topic: Mission LiFE (Lifestyle for Environment).

How Does the Slogan Develop and What Does Each Part Mean?

Part Meaning and use
Sabka Saath Everyone together. Cooperation of all sections, and cooperative federalism between the Union and states
Sabka Vikas Development of all. Schemes meant to reach every household and region without exclusion, such as Jan Dhan and Ujjwala
Sabka Vishwas Trust of all. Added in 2019 to stress confidence of minorities and other groups and trust in institutions
Sabka Prayas Everyone’s effort. Added later to say that development needs effort by citizens, states and the private sector, not only the Union Government
Jan Bhagidari The method by which the slogan is made real, through campaigns that ask people to take part

Where Does Public Participation Appear in Law and Programmes?

  • Gram Sabha: the meeting of all adult voters of a village, recognised under Article 243A. It approves plans, selects beneficiaries and conducts social audits of schemes
  • Social audit: a review of a programme by the people it serves, a legal requirement under MGNREGA and a method in many other schemes
  • Right to Information Act, 2005: gives citizens a right to seek records and is a base for accountable administration
  • MyGov: a platform launched in 2014 for citizens to share ideas and take part in polls and tasks, described in MyGov Portal
  • Swachh Bharat: a mass campaign in which cleanliness drives, shramdan and community toilets were promoted as a people’s movement
  • Jal Shakti Abhiyan: a water conservation campaign with local groups, and the later Jal Sanchay Jan Bhagidari effort promoting community recharge structures
  • Give It Up: a 2015 appeal to well-off households to give up the LPG subsidy, so that connections could be given to poorer families
  • Constitutional ideas: Directive Principles and the 73rd and 74th Amendments created local bodies that provide a structure for participation

What Else Should You Remember?

  • Meaning of Jan Bhagidari: the term is not defined by statute. It covers consultation, voluntary labour, co-funding, monitoring and feedback from the public
  • Behaviour change: many campaigns, including those in Mission LiFE, depend on mass behaviour change rather than subsidies, as in Mission LiFE (Lifestyle for Environment)
  • Vibrant Villages and local voices: border village plans are meant to use village-level inputs, as in Vibrant Villages Programme (Border Villages Development)
  • Aspirational districts: district rankings use citizen feedback and community participation as one input, as in NITI Aayog Districts 112 districts across 28 States Three Cs Convergence, Collaboration, Competition…">Aspirational Districts Programme
  • Digital participation: public consultation on draft laws and budgets takes place on portals such as MyGov
  • Pariksha Pe Charcha and Mann Ki Baat: communication events that ask citizens, students and parents to give ideas and take part
  • Benefits: better targeting, local ownership, lower cost of delivery, and trust in institutions
  • Risks: participation can turn into mere events and photographs when it is organised from the top, and the weak can be left out of village meetings
  • Link to ethics: transparency, accountability and responsiveness are the values behind participation, which makes the topic useful in answers for GS Paper 4
  • Slogan accuracy: Sabka Vishwas was added in 2019 and Sabka Prayas appears after that. Questions can ask which part came last

Why Does It Matter for the Exam?

  1. Slogan parts: know the order of Saath, Vikas, Vishwas and Prayas and which year added each
  2. Gram Sabha: Article 243A defines it and it is the base of village democracy
  3. Campaigns: match Give It Up with LPG, Jal Shakti Abhiyan with water, and Swachh Bharat with sanitation
  4. Nature of Jan Bhagidari: an approach and not a scheme with its own budget
  5. Common errors: saying that Sabka Vishwas was part of the 2014 slogan, or confusing the Gram Sabha with the Gram Panchayat

As an analytical point, participation improves design and delivery only when people have real information, a real say and a way to hold officials to account. Campaigns that depend on slogans and events without these features add little to accountability.

Why Is This Topic Important?

  • Governance Participation, transparency, accountability
  • Schemes Many flagship campaigns use the idea
  • Ethics Links to civil service values
