Where Does It Fit?
This topic gives the economic idea behind many schemes listed in this subject. Production linked incentive schemes, defence indigenisation and digital platforms all use the self-reliance label. The same name also appears in another macro, so this page takes the economic package and policy lens. Previous topic: Gati Shakti National Master Plan (Cross-Sectoral Infrastructure). What Are the Five Pillars of Atmanirbhar Bharat?
| Pillar | Meaning and example |
|---|---|
| Economy | Quantum jumps rather than incremental change, such as the push for manufacturing, a larger share of exports and ease of doing business |
| Infrastructure | A modern identity of India, with roads, railways, power, digital networks and ports |
| System | Technology-driven systems of governance rather than old policy habits, including digital platforms and reform of laws |
| Demography | Use of the large and young population as a source of labour and demand |
| Demand | Strengthening demand and supply chains within India so that consumption and production support each other |
Which Measures Were Announced?
- MSME support: a collateral-free automatic loan facility through the Emergency Credit Line Guarantee Scheme, with a guarantee cover for loans up to a set limit, a revised MSME definition and a fund of funds for equity support
- Production linked incentive: schemes for sectors such as mobile phones, pharmaceuticals, white goods, textiles and food processing, which pay a share of incremental sales to firms that manufacture in India
- Migrants and the poor: free foodgrains for migrants, the One Nation One Ration Card plan for portability of subsidised grain, and support for street vendors
- Agriculture: an Agri Infrastructure Fund of Rs 1 lakh crore for cold chains and storage, and reforms such as changes to the Essential Commodities Act
- Coal and mining: commercial coal mining and opening of mineral blocks to private firms
- Defence: a rise in the foreign direct investment limit in defence manufacturing under the automatic route to 74 per cent and lists of items closed to imports
- Public sector: a new public sector enterprise policy that kept a small list of strategic sectors with the state
- Social infrastructure: support for health spending, and later a new employment scheme
What Else Should You Remember?
- Rs 20 lakh crore: the figure is a total of measures by the Government and the Reserve Bank. Many items were liquidity or credit guarantees, so the direct fiscal cost was much lower, which is a common point in analysis
- Later packages: follow-up packages were announced in late 2020 and 2021, often called Atmanirbhar Bharat 2.0 and 3.0
- Employment scheme: Atmanirbhar Bharat Rojgar Yojana, covered in Atmanirbhar Bharat Rojgar Yojana, supported new jobs in the formal sector by paying employer and employee contributions to the provident fund
- Positive indigenisation lists: the Defence Ministry notified lists of items that cannot be imported, as in Defence Indigenization and Atmanirbhar Bharat in Defence Production
- Vocal for Local: a slogan to buy and promote local products, and a base for Make in India and the 2020 Public Procurement preference for local content
- Labour and farm reforms: the three farm laws of 2020 were passed in this period and were repealed in 2021. Four labour codes were passed in 2019 and 2020
- Link to trade policy: the idea is not autarky. The Government has described it as self-reliance that still takes part in global value chains
- Tariffs: import duty increases on some goods in the same period were read as a sign of protection by critics
- Current phase: the label continues to be used for production incentives, semiconductors, defence and critical minerals
- Sibling topic: another page in this subject covers the same campaign, as in Atmanirbhar Bharat Abhiyan. This page focuses on the Covid-era package and the economic argument
Why Does It Matter for the Exam?
- Five pillars: list them in order. A trap option is skill or technology, which is not a pillar
- Date and size: 12 May 2020, about Rs 20 lakh crore, close to 10 per cent of GDP
- Scheme matching: ECLGS for MSMEs, Agri Infrastructure Fund for farm assets, PLI for manufacturing
- Defence: FDI limit in defence under the automatic route raised to 74 per cent
- Common errors: calling the package a pure fiscal stimulus, or confusing Atmanirbhar Bharat Rojgar Yojana with the earlier rural employment programmes
As an analytical point, the campaign combined short-term relief with long-term reform. The real test is whether production incentives lead to lasting capacity and exports, and whether self-reliance is pursued without raising costs for domestic users through high tariffs.
