Where Does It Fit?

This topic belongs with the governance flagships of the macro. It supports every scheme here, since delivery depends on trained officials. It also connects with participation themes in Jan Bhagidari and Sabka Saath Sabka Vikas Sabka Vishwas. Previous topic: Mission LiFE (Lifestyle for Environment). Next topic: National Logistics Policy.

What Institutions Make Up Mission Karmayogi?

Institution Role
Prime Minister’s Public Human Resources Council Apex body chaired by the Prime Minister that sets the national direction for civil service capacity building
Capacity Building Commission A body set up in 2021 to harmonise training standards, help create shared faculty and resources and supervise the Karmayogi Bharat, as part of the overall plan
Karmayogi Bharat A wholly government-owned special purpose vehicle, set up as a not-for-profit company, which owns and runs the digital platform
iGOT-Karmayogi Integrated Government Online Training platform, where officials take courses at their own pace on a mobile or computer
Cabinet Secretariat Coordination Unit A unit headed by the Cabinet Secretary to coordinate the programme
Competency framework Behavioural, functional and domain competencies are defined for each role, and training maps to them

What Are the Principles and Changes Introduced?

  • Rule to role: training is linked to the competencies a post needs, and not only to rules and procedures
  • Online and offline: the platform combines digital learning with institutional training, and officials can learn from anywhere
  • Reach: the mission covers about 46 lakh central employees in the design, and states and union territories can join the platform
  • Karmayogi principle: the vision of a civil servant who is creative, constructive, imaginative, proactive, innovative, progressive, professional, energetic, transparent and technology-enabled
  • Common ecosystem: shared learning content is meant to bring state and central training institutions and private experts together
  • Reported use: as reported to Parliament in 2026, the platform has more than 1.5 crore registered users and thousands of courses. Counts differ between reports and are updated often
  • Funding: the outlay was partly supported by multilateral assistance, as reported in official documents of the time
  • Link to Civil Services Day: the early iGOT platform emerged from capacity building efforts around Civil Services Day in 2020

What Else Should You Remember?

  • Problem addressed: civil servants often receive training at set points of their careers, while skills needed on the job change quickly, such as technology, citizen service and data use
  • Competency types: behavioural competencies cover attitudes, functional competencies cover the skills of a department, and domain competencies cover subject knowledge
  • Learning weeks: periodic learning weeks, such as Sadhana Saptah, urge officials to complete a target number of hours of learning
  • Digital link: the platform uses open standards and is meant to link with the HR systems of departments, as the Government builds one digital human resource record
  • Past efforts: the Second Administrative Reforms Commission and several earlier committees had called for professional, merit-based capacity building and a stronger Lal Bahadur Shastri National Academy of Administration role
  • Pairing with e-governance: trained officials are needed to run platforms such as those in Government Portals, Apps and Digital Platforms, as in e-Kranti and MyGov Platform
  • Criticism: critics say that online courses can become box-ticking, that officials may lack time and incentive, and that postings and promotion are not clearly linked to learning
  • Scope: the programme concerns capacity building, not recruitment, transfers or service rules
  • Status: the first approved period ended in 2024-25. Readers should check for extension or revised approval in the latest official notices
  • Evaluation: real impact depends on whether training changes behaviour and service delivery

Why Does It Matter for the Exam?

  1. Approval facts: Union Cabinet, 2 September 2020, Rs 510.86 crore
  2. Institutions: Public Human Resources Council, Capacity Building Commission, Karmayogi Bharat, Coordination Unit
  3. Shift: rule-based to role-based, a common one-liner
  4. Platform name: iGOT-Karmayogi, where iGOT stands for Integrated Government Online Training
