Where Does It Fit?
This topic covers the top of the military structure. The weapons, exercises and recruitment in the earlier topics are meant to operate through joint commands, and the CDS is the officer charged with that integration. Previous topic: Multilateral and Bilateral Defence Exercises (Malabar, Yudh Abhyas, Tarang Shakti, Garuda Shakti). Next topic: Defence Corridors (Uttar Pradesh and Tamil Nadu Defence Industrial Corridors).
What Are the Role and Powers of the CDS?
| Aspect | Details |
|---|---|
| Creation | Announced by the Prime Minister on 15 August 2019 and notified in December 2019. The idea came from the Kargil Review Committee of 1999 and the Group of Ministers in 2001, and later from the Shekatkar Committee in 2016 |
| Rank and tenure | A four-star officer. The CDS serves until the age of 65 years |
| Principal military adviser | Advises the Defence Minister, while the three Service Chiefs keep their right to advise on matters of their service |
| Permanent Chairman | Heads the Chiefs of Staff Committee, a post that earlier rotated among the three chiefs |
| Head of the DMA | As Secretary of the Department of Military Affairs, deals with procurement of items for the services other than capital acquisitions, joint planning and promoting indigenous equipment |
| Limits | The CDS has no command over the three services and does not exercise operational command of troops. The Defence Secretary remains responsible for the defence of the country |
What Is the Theatre Command Plan and Where Does It Stand?
- Idea: a theatre command puts the forces of all three services for one region under a single commander, instead of separate single-service commands
- Reported plan: three or four commands have been discussed, with a western command facing Pakistan, a northern command facing China and a maritime command for the Indian Ocean, as reported
- Existing joint bodies: the Andaman and Nicobar Command created in 2001 and the Strategic Forces Command created in 2003 are tri-service commands that already exist
- New agencies: the Defence Cyber Agency, Defence Space Agency and Armed Forces Special Operations Division were set up in 2019 under joint control
- Status: as reported in July 2026, the CDS was to seek approval of the Defence Minister and then the Cabinet Committee on Security. No final approval or notification was confirmed in the sources checked, so the commands should be treated as proposed
What Else Should You Remember?
- CDS list: General Bipin Rawat from 31 December 2019 to his death in a helicopter crash on 8 December 2021, General Anil Chauhan from 30 September 2022 to 30 May 2026, and General N S Raja Subramani from 31 May 2026
- Law: the Inter-Services Organisations (Command, Control and Discipline) Act, 2023 lets a joint commander exercise command and discipline over personnel of all services in a joint organisation
- Operation Sindoor: the conflict with Pakistan in May 2025 renewed the debate on joint operations, as reported
- Link to recruitment: the Department of Military Affairs also leads policy on manpower, as in Agnipath Scheme and Agniveer Recruitment Reforms
- Link to procurement: joint requirements are meant to reduce duplicate buying, as in Defence Acquisition Procedure (DAP) and Defence Procurement Reforms
- Link to exercises: joint training supports integration, as in Multilateral and Bilateral Defence Exercises (Malabar, Yudh Abhyas, Tarang Shakti, Garuda Shakti)
- Arguments for: faster decisions, better use of scarce assets such as air power and sea lift, and less duplication
- Arguments against: concerns about the Air Force losing control of scarce fighters, the Navy keeping a distinct maritime role, and the risk of change during active threats
- Global practice: the United States, China and others use theatre commands, but each model reflects its own history, so direct copying is not advised
Why Does It Matter for the Exam?
- Date: December 2019 for creation and 31 May 2026 for the current CDS
- Names: first, second and third CDS
- Department: the CDS is Secretary of the Department of Military Affairs
- Existing commands: Andaman and Nicobar Command and Strategic Forces Command are tri-service
- Common errors: saying that the CDS commands all troops, or that theatre commands are already in place
As an analytical point, jointness works when it lowers duplication and raises decision speed without weakening the specialist strengths of each service. A phased plan with clear legal backing and agreed command lines reduces the risk of friction.
