Why Was It Introduced and What Support Do Exiting Agniveers Get?
- Aims: a younger age profile, lower long-term pension and salary cost, and a faster inflow of technology-friendly recruits
- Pension pressure: defence pensions form a large part of the defence budget, which limits money for modernisation
- Skill certificate: the exit certificate and bridge courses are meant to help with jobs and further study
- Reservations: 10 percent of vacancies in the Central Armed Police Forces and Assam Rifles and in defence civilian posts and public sector units were announced for ex-Agniveers, and many states announced priority in police recruitment
- Entry route: the scheme replaced the earlier rally-based recruitment, with a common online process
What Else Should You Remember?
- Agency: the Department of Military Affairs under the Chief of Defence Staff leads the policy, as in Chief of Defence Staff (CDS) and Theatre Command Restructuring
- Court cases: petitions against the scheme were heard by the High Courts and the Delhi High Court upheld it in February 2023
- First exits: the first batches will complete four years from late 2026 and early 2027, as reported, which makes retention a live question
- Retention review: in 2026 the services reportedly proposed raising retention above 25 percent, with figures of 70 to 75 percent mentioned for specialist trades, but no final decision was announced as of the latest report
- Criticism: short tenure may affect training depth, unit cohesion and motivation, and exit support may fall short of need
- Concerns on exit: young people leaving at 22 to 25 years need jobs, and the success of reservations depends on actual vacancies
- Defence of the scheme: supporters say that a young force suits modern warfare and that technology trades can be trained fast
- Other nations: several countries use short service models, but with different pay and exit terms, so comparisons need care
- Parliamentary view: the Standing Committee on Defence has examined manpower questions, and reviews of the scheme have been suggested by commentators
Why Does It Matter for the Exam?
- Numbers: four years, 17.5 to 21 years, 25 percent retention and 15 years of added service
- Ministry: Department of Military Affairs
- Package: Seva Nidhi, its size and its tax treatment
- Date: announced 14 June 2022
- Common errors: saying that Agniveers receive a pension, or that retention is 50 percent
As an analytical point, the scheme must be judged against readiness. A young force is useful, but trade skill, unit bonding and the care of those who leave decide whether the model strengthens or weakens combat strength.
