  • Criticism: the lack of a transparent shortlist, political choices and omissions of grassroots workers are common criticisms, though recent years have seen more community-level awardees

Why Does It Matter for the Exam?

  1. Constitutional link: Article 18 and the Balaji Raghavan case
  2. Numbers: 3 Bharat Ratna a year as a rule and 120 Padma awards as a limit
  3. Ministry: Home Affairs
  4. Order: Vibhushan above Bhushan above Shri
  5. Common errors: calling them titles, saying Bharat Ratna carries a cash prize, or placing the awards under the Ministry of Culture

As an analytical point, civilian honours gain value when selection is transparent and merit-based. Open nominations and the recognition of community workers improve public trust in the awards.
