Where Does It Fit?
Aarogya Setu is the health app in this macro. It shows both the power of digital tools in a crisis and the privacy questions they raise, and it links with CoWIN and with the national digital health plan. Previous topic: CoWIN Platform. Next topic: PARIVESH Portal (Environmental Clearances).
How Did Aarogya Setu Work?
| Function | Detail |
|---|---|
| Contact tracing | Bluetooth detected nearby phones with the app and kept a record of close contacts, so users could be alerted if a contact tested positive |
| Self-assessment | Users answered questions on symptoms and got a risk indication |
| Status colours | A coloured status showed the risk level, and it was used at workplaces and in travel in the early months of the pandemic |
| Information | Updates, helplines and advisories from the Government |
| Data | Data was stored on the Government server in an encrypted form, and a retention period was set in the data sharing protocol |
| Later use | The app also allowed vaccine registration and certificate download |
What Were the Privacy and Legal Debates?
- Right to privacy: the Supreme Court in K S Puttaswamy v Union of India (2017) held that privacy is a fundamental right and that any intrusion must meet tests of legality, a legitimate aim and proportionality
- Mandatory use: early orders made the app compulsory for some workers and travellers, which drew criticism, and the Government later said that use was voluntary and clarified the position
- Data protection: India had no general data protection law in 2020, so the app was governed by a data access and knowledge sharing protocol issued by the Government
- Open source: the Android code was released in May 2020 and a bug bounty programme was announced, after critics asked for review
- Effectiveness: studies of contact tracing apps worldwide found limited benefit unless a large share of people used them with fast testing
- Scale: the Government told Parliament in 2020 that the app had about 15 crore registered users within months, as reported
- New law: the Digital Personal Data Protection Act, 2023 now sets general duties for handling personal data
- Lessons: a clear law, limited collection of data, a time limit on storage and independent review are needed for health apps
What Else Should You Remember?
- Full form and alias: Aarogya Setu is also written as Arogya Setu, meaning bridge to health
- Aarogya Setu 2.0: the Union Health Minister launched a revamped app in June 2026 that works as a personal health record and a gateway to digital health services under the Ayushman Bharat Digital Mission, with search for nearby facilities and PM-JAY hospitals, blood availability and ambulance booking, as reported
- Latest status: the original contact tracing function is no longer central, and the 2.0 version is being rolled out, so check the Ministry of Health and Family Welfare for current features
- ABHA: the Ayushman Bharat Health Account is a 14-digit health ID that can be linked to records in the national health system
- Link with CoWIN: the app supported vaccine registration and certificates, as in CoWIN Platform
- Link with DigiLocker: health documents can be stored in DigiLocker, as in DigiLocker
- Link with UMANG: both apps give access to many government services, as in UMANG App (Unified Mobile Application for New-Age Governance)
- Criticism: critics asked whether data could be misused or shared across departments, and whether collection exceeded the need
- Digital divide: those without smartphones were left out of app-based services, so human contact tracing remained essential
- Way forward: strong consent, open review, local-language support and links with primary health centres
Why Does It Matter for the Exam?
- Launch and developer: 2 April 2020, NIC under MeitY
- Function: Covid-19 contact tracing and information
- Technology: Bluetooth and location
- Privacy: Puttaswamy case of 2017 on privacy as a fundamental right
- Common errors: calling it a vaccine app of the Health Ministry only, or confusing it with CoWIN
As an analytical point, Aarogya Setu shows the trade-off between public health and privacy. Such tools are acceptable when they are voluntary, limited in purpose and backed by law, and they work best together with testing and human contact tracing.
