It was run by the Ministry of Health and Family Welfare with the National Health Authority and was built on the earlier eVIN platform that tracks vaccine stocks and cold chain temperatures. Beneficiaries used Aadhaar or other IDs to register, and received a QR-coded certificate. India administered more than 220 crore doses by 2023, as widely reported, and CoWIN was offered to other countries as an open-source platform.

Where Does It Fit?
CoWIN is a key example of a public digital platform scaled in a crisis. It shows how identity, mobile and certificate systems work together, and it links with other platforms in this macro such as Aarogya Setu and DigiLocker. Previous topic: Government e-Marketplace (GeM). Next topic: Aarogya Setu App.
How Did CoWIN Work?
| Step | Detail |
|---|---|
| Registration | Citizens registered on the CoWIN portal, the Aarogya Setu app or UMANG using a mobile number and an ID such as Aadhaar, passport or driving licence |
| Appointment | Users booked a slot at a government or private centre, or walked in at centres where permitted |
| Vaccinator and centre module | Health workers recorded each dose on the platform, which gave real-time data |
| Certificate | A digital certificate with a QR code was issued after each dose, and it could be downloaded from DigiLocker and WhatsApp |
| Stock tracking | The eVIN base tracked vaccine stocks and storage temperature across cold chain points |
| Analytics | A dashboard showed doses by state, age group and vaccine type |
What Were the Phases and Issues?
- Phase one: from 16 January 2021 health care workers were vaccinated, followed by frontline workers from 2 February 2021
- Age groups: persons above 60 and those above 45 with illness from 1 March 2021, all above 45 from 1 April 2021, and all above 18 from 1 May 2021
- Later steps: children aged 15 to 18 from January 2022, those aged 12 to 14 from March 2022, and a precaution dose from 2022
- Vaccines used: Covishield, Covaxin and later others such as Sputnik V, Corbevax and Covovax, as reported
- Digital divide: early registration online was hard for people without smartphones, so on-site registration was allowed and the rule was relaxed
- Open source: in 2021 India offered the platform as a digital public good to other countries, and some countries showed interest
- Privacy: a reported data leak concern in 2023 led to criticism and an assurance that the data was secure, which shows the risk of large health databases
- Certificates: the certificate became a travel and entry document in some contexts, which showed the power of a digital proof
What Else Should You Remember?
- Full form and alias: CoWIN is written Co-WIN or CoWIN and stands for COVID Vaccine Intelligence Network
- Link with eVIN: the Electronic Vaccine Intelligence Network was built by the Ministry of Health with support of the United Nations Development Programme, and CoWIN extended it to citizens
- Latest status: the mass Covid vaccination drive has ended, and the platform’s role has shifted. The routine immunisation platform U-WIN was introduced for children and pregnant women, as reported, and national health records are being built under the Ayushman Bharat Digital Mission
- Link with Aarogya Setu: Aarogya Setu allowed vaccine registration and certificate download, as in Aarogya Setu App
- Link with DigiLocker: certificates could be saved in DigiLocker, as in DigiLocker
- Digital public infrastructure: the system shows how Aadhaar, UPI and a cloud-based design can be used for a public health task of a huge scale
- Equity: the policy of free vaccination at Government centres for all adults from 21 June 2021 reduced the burden on the poor
- Criticism: critics pointed to early shortages, differences in access between rural and urban areas, and the privacy of linked data
- Constitutional link: Article 21 includes the right to health, and courts commented on access to vaccines and digital registration during the second wave
- Lessons: a flexible digital platform, on-site registration for those offline and strong data rules
Why Does It Matter for the Exam?
- Full form: COVID Vaccine Intelligence Network
- Launch date: 16 January 2021
- Base: eVIN
- Ministry: Health and Family Welfare, National Health Authority
- Common errors: mixing CoWIN with Aarogya Setu, which was a contact tracing and information app, or with U-WIN for routine immunisation
As an analytical point, CoWIN showed the value of a common digital platform in a health emergency. It also showed the need for offline access and strong data protection when personal health data is collected at scale.
