Current Affairs & Government Schemes › Education and Skill Development Schemes · Topic 5.10
Study Webs of Active Learning for Young Aspiring Minds (SWAYAM) is India's national platform for Massive Open Online Courses, launched by the President on 9 July 2017 by the Ministry of Education to provide free, high quality learning from Class 9 to postgraduate level. It follows the three principles of education policy, which are access, equity and quality, and is meant to reach learners who have been left out of the digital divide. Courses are made by national coordinators such as NPTEL at the IITs, UGC, CEC, NCERT, NIOS, IGNOU, AICTE, IIM Bangalore and NITTTR. Learning is free, while a fee is charged for the proctored exam and certificate. Universities may allow credit transfer for SWAYAM courses.

What Else Should You Remember?
- Rationale: India needed a way to bring good teaching to places with few teachers and to enable continuing education for workers, women and those outside formal institutions
- MOOC concept: a Massive Open Online Course is open for any number of learners and delivered online, popularised by platforms abroad
- Digital divide: a large share of rural households and poor children lack devices and data, which limits online learning
- Scale: official figures reported crores of enrolments on the platform over the years, and these include repeat enrolments by the same learners
- Pandemic: usage rose during the Covid-19 closures, and the platform was one of the main digital tools
- Skills link: courses on skills connect to schemes for skilling, as in Skill India Mission
- School link: the platform supports school education alongside programmes funded under Samagra Shiksha Abhiyan
- Open schooling: the National Institute of Open Schooling offers school courses through the platform and supports learners who left school
- Completion: completion rates for MOOCs are low globally, and the same is true of many SWAYAM courses
- Quality: content quality varies, and some courses lack local language support, though regional language content is being added
- Language: the National Education Policy 2020 promotes courses in Indian languages, and translation tools are used to widen reach
- Status: the platform continues as part of the Ministry’s digital ecosystem, and the latest figures should be checked on the portal
Why Does It Matter for the Exam?
- Full form: Study Webs of Active Learning for Young Aspiring Minds
- Date: launched on 9 July 2017
- Coordinators: NPTEL, UGC, CEC, NCERT, NIOS, IGNOU, AICTE, IIMB, NITTTR
- Companion: SWAYAM Prabha DTH channels
- Traps: SWAYAM is not run by the Ministry of Electronics, and it is not the same as DIKSHA, which is for school education
As an analytical point, online platforms widen access, but without devices, connectivity and local language content the poorest learners are left out. Blended learning with strong teachers and recognised credit is more useful than purely online study.
