What Do the Main Components Do?

  • One Stop Centre: a centre that offers medical aid, police help, legal and counselling support and temporary shelter under one roof, as in One Stop Centre Scheme (Sakhi)
  • Women Helpline 181: a 24 hour toll free helpline that connects women facing violence to services and was started in 2016 by the Ministry
  • Nari Adalat: women’s collectives that settle small disputes in villages through mediation
  • Shakti Sadan: an integrated relief and rehabilitation home for women in distress, including survivors of trafficking, as in Ujjawala Scheme (Anti-Trafficking)

What Else Should You Remember?

  • Rationale: earlier women’s schemes were scattered, had gaps and varied funding, and the mission was meant to make delivery more uniform and connected
  • Law base: women are protected by laws such as the Protection of Women from Domestic Violence Act, 2005, the Sexual Harassment of Women at Workplace Act, 2013 and the Criminal Law (Amendment) Act, 2013 passed after the Nirbhaya case
  • Nirbhaya Fund: a fund created in 2013 supports projects for women’s safety, including One Stop Centres, and is managed by the Department of Economic Affairs
  • Link to political empowerment: the 106th Constitutional Amendment, called the Nari Shakti Vandan Adhiniyam, 2023, reserves one third of seats in the Lok Sabha and state assemblies for women, to come into effect after the delimitation following the next Census
  • Link to child schemes: child focused schemes are in separate missions, as in Mission Vatsalya (Child Protection)
  • Link to nutrition: Poshan 2.0 forms the third umbrella of the Ministry along with Mission Vatsalya and Mission Shakti
  • Gender indicators: India’s female labour force participation has risen in recent surveys but remains below many peers, and crimes against women reported by the National Crime Records Bureau have remained a concern
  • Criticism: critics point to low use of the Nirbhaya Fund, thin staffing of One Stop Centres, delays in release of funds and weak data on outcomes
  • Hostels: Sakhi Niwas has expanded the stock of working women hostels, though there is unmet demand in cities
  • Status: the approval ran to March 2026, and the continuation for the 2026-31 cycle was not confirmed in the sources reviewed, so current releases should be checked
  • International link: the mission supports Sustainable Development Goal 5 on gender equality, and India is a party to the Convention on the Elimination of All Forms of Discrimination against Women
  • Constitutional link: Article 14 guarantees equality, Article 15(3) allows special provisions for women and Article 39 contains directive principles on equal pay and protection of women

Why Does It Matter for the Exam?

  1. Date: 1 April 2022
  2. Verticals: Sambal and Samarthya
  3. Included: OSC, Women Helpline 181, BBBP, Nari Adalat, Shakti Sadan, Sakhi Niwas, Palna, PMMVY
  4. Funding: 60:40, and 90:10 for the north-east and Himalayan states
  5. Traps: Ujjawala and Swadhar Greh were merged into Shakti Sadan, and the Ministry has three umbrella missions

As an analytical point, bringing schemes under one mission can reduce overlap, but protection of women depends on trained staff, quick police and court response and real changes in attitudes. Funding and outcome data need regular public reporting.
