Current Affairs & Government Schemes › Education and Skill Development Schemes · Topic 5.9
The National Means-cum-Merit Scholarship Scheme (NMMSS) is a Central Sector Scheme of the Ministry of Education, begun in 2008, that gives scholarships to meritorious students from economically weaker families to reduce dropout at the secondary stage and encourage them to complete Class 12. A student selected through a state level examination receives Rs 12,000 a year, or Rs 1,000 a month, from Class 9 to Class 12. About one lakh fresh scholarships are awarded every year across states. Eligibility needs a parental income of up to Rs 3.5 lakh a year, minimum marks in Class 8 and study in a government, aided or local body school. Payment is by direct benefit transfer through the National Scholarship Portal.

How Does Selection and Renewal Work?
- State examination: each state or Union Territory holds a selection test for Class 8 students, with a Mental Ability Test and a Scholastic Aptitude Test, run by its education board or council
- Exclusions: students in Kendriya Vidyalayas, Navodaya Vidyalayas and other residential schools, who already have free education, are not eligible
- Quota: reservations apply for Scheduled Castes and Scheduled Tribes in proportion to their population in the state
- Renewal: a scholar must pass Class 9 and Class 10 with prescribed minimum marks and Class 11 with at least 55 per cent to continue
- Portal: applications, verification and payments are handled on the National e-Governance Plan Payment mode Direct benefit transfer…">National Scholarship Portal, and funds are paid through direct benefit transfer to the student’s bank account
- Aadhaar link: an Aadhaar based bank account is needed, to prevent duplicate and fake claims
- State role: the State Scholarship Cell or board verifies school and income details and forwards cases
- Other scholarships: a student cannot normally hold another central scholarship of the same kind at the same time, so double benefit is avoided
What Else Should You Remember?
- Purpose: to check dropout at Class 8 to 9 transition, when many poor but talented children leave school
- Beginning: the scheme was approved in 2007 and the first scholarships were given from 2008-09
- Selection marks: the Class 8 marks test is based on the state curriculum and is separate from national competitive exams
- School scheme link: retention at secondary level is supported by funds under Samagra Shiksha, as in Samagra Shiksha Abhiyan
- Meals link: earlier classes get school meals, as in Mid-Day Meal Scheme (PM POSHAN)
- Girls: the scheme has no separate quota for girls, but girl students are among the scholars, and scholarships for girls also exist under other schemes, as in Beti Bachao Beti Padhao
- Open learning: students who study online can use a national platform, as in Study Webs of Active Learning for Young Aspiring Minds (SWAYAM)
- Amount issue: Rs 12,000 has not changed for many years, and critics argue that it is low in real terms and that the income limit needs revision
- Number issue: one lakh scholarships is small compared with the number of eligible children, so many deserving students miss out
- Delay: late verification and payment in some states have been reported
- Status: the scheme has been continued along with school education schemes, and the position for the cycle after March 2026 should be checked in current Ministry releases
- Related: scholarships for minorities, SC, ST and OBC students are run by other ministries and should not be confused with this scheme
Why Does It Matter for the Exam?
- Ministry: Education
- Amount: Rs 12,000 a year for Class 9 to 12
- Type: Central Sector Scheme
- Selection: state level test at Class 8
- Traps: NMMSS is not a Centrally Sponsored Scheme, and it excludes students of Kendriya Vidyalayas
As an analytical point, small scholarships can keep poor children in school at the point where dropout rises. The amount, the number of awards and the speed of payment need regular revision to match costs and need.
