Radcliffe Line (India-Pakistan and India-Bangladesh Boundary)

International Relations & Places in News › International Boundary Lines and Demarcations · Topic 19.2

The Radcliffe Line is the boundary drawn in 1947 to divide the provinces of Punjab and Bengal between India and Pakistan at Partition. It is named after Sir Cyril Radcliffe, a British lawyer who chaired the two Boundary Commissions set up under the Indian Independence Act of 1947. He had never visited India before and was given about five weeks to draw the line. The awards were completed by 13 August 1947 but made public on 17 August, two days after independence. The line now forms the India-Pakistan border in Punjab, Rajasthan and Gujarat in the west, and the India-Bangladesh border in the east, which became the longest land border India shares with any country at about 4,096 kilometres.

Where Does It Fit?

This is the second topic of the macro on international boundary lines and demarcations. It is the line that created the western and eastern borders of India after Partition. Previous topic: McMahon Line (India-China Boundary). Next topic: Durand Line (Pakistan-Afghanistan Boundary).

How Was the Line Drawn?

  • Legal basis: the Indian Independence Act of 1947 provided for the division of Punjab and Bengal on the basis of contiguous Muslim and non-Muslim majority areas, taking into account other factors.
  • Boundary Commissions: one for Punjab and one for Bengal, each with Radcliffe as chair and four judges, two nominated by the Indian National Congress and two by the Muslim League.
  • Disagreements: the judges often split two against two, so Radcliffe had to take the decisive decision.
  • Time pressure: the Commissions worked for about five weeks in the summer of 1947 under Viceroy Lord Mountbatten, with limited data and census figures that were disputed.
  • Publication: the awards were handed to Mountbatten on 13 August and made public on 17 August 1947, after independence, which created confusion for millions of people.

What Were the Main Decisions and Disputes?

Area Detail
Punjab Lahore went to Pakistan, and Amritsar to India. Gurdaspur district, with a Muslim majority by a small margin, was split, and its Indian portion gave India a land route to Jammu and Kashmir
Bengal Calcutta went to India. The Chittagong Hill Tracts, with a non-Muslim majority, went to East Pakistan, and Murshidabad and Malda were settled in a way that left disputed areas
Sylhet A referendum in July 1947 led to most of Sylhet district in Assam joining East Pakistan
Enclaves The line left enclaves of one country inside the other, which were exchanged under the Land Boundary Agreement of 1974, implemented in 2015
Sir Creek The marshy boundary in Gujarat and Sindh is not part of the award and remains disputed
Border lengths India-Pakistan border is about 3,323 km, and India-Bangladesh border is about 4,096 km

What Else Should You Remember?

  • Human cost: Partition led to one of the largest migrations in history, with large-scale violence and the displacement of millions of people.
  • Princely states: the line did not decide the fate of princely states, which could join either dominion, as in the case of Jammu and Kashmir.
  • Not the Line of Control: the Radcliffe Line ends where the international border meets the Line of Control, as in Line of Control (LoC) and Its Distinction from the International Border.
  • Land Boundary Agreement: India transferred 111 enclaves to Bangladesh and received 51, and about 14,000 acres changed hands, with residents given a choice of nationality, as in Neighbourhood First Policy.
  • Border management: the Border Security Force guards both borders, and fencing and floodlights have been installed along large parts.
  • Radcliffe’s reaction: he reportedly left India soon after and did not accept his fee, and is said to have destroyed his papers, as accounts report.
  • Related lines: the Durand Line and McMahon Line are other colonial boundaries, as in Durand Line (Pakistan-Afghanistan Boundary).

Why Does It Matter and What Are the Debates?

  1. Origin of the borders: the line explains the western and eastern borders and many later disputes, such as those over enclaves and rivers.
  2. Criticism: critics say the line was drawn in haste, by an outsider, without local knowledge, and published late, which added to violence.
  3. Defence view: supporters say the task was vast and the deadline was set by the political decision to advance independence to August 1947.
  4. Border management today: illegal migration, smuggling and cross-border terrorism are challenges on the borders drawn by the line.
  5. Exam pattern: questions ask who drew it, the provinces, the date of announcement and the border lengths.

As an analytical point, the Radcliffe Line shows how a legal boundary can be drawn quickly but its human and political effects last for decades.

Sir Cyril Radcliffe was a British lawyer who chaired the Boundary Commissions for Punjab and Bengal in 1947. He had never visited India before and had about five weeks to draw the line, working under Viceroy Lord Mountbatten, and his awards formed the India-Pakistan and India-Bangladesh borders.

How long are India's borders with Pakistan and Bangladesh?

India's border with Pakistan is about 3,323 kilometres long and its border with Bangladesh is about 4,096 kilometres long, the longest land border India shares with any country. Why was the Radcliffe Award criticised?

Critics say the award was drawn in haste by an outsider with limited local knowledge, based on disputed census figures, and that making it public only after independence added to confusion and violence during Partition.
