International Relations & Places in News › India's Strategic and Defence Partnerships · Topic 9.1

The Logistics Exchange Memorandum of Agreement, LEMOA, is a defence agreement between India and the United States, signed on 29 August 2016 by Defence Ministers Manohar Parrikar and Ashton Carter. It allows the armed forces of each country to use the other's military facilities for logistical support such as refuelling, resupply, repair and berthing, on a reimbursable basis. It is the India-specific version of the Logistics Support Agreement that the United States signs with its partners. It does not create bases or oblige India to join any military action. LEMOA is one of four foundational agreements between the two countries.

Where Does It Fit?

This is the first topic of the macro on India’s strategic and defence partnerships. LEMOA began the set of foundational agreements with the United States and it is often misread as a base-sharing pact. Previous topic: Most Favoured Nation (MFN) Status. Next topic: Communications Compatibility and Security Agreement (COMCASA).

What Does LEMOA Provide?

  • Scope: it lets military ships, aircraft and personnel of one country get supplies, spare parts, fuel, berthing, maintenance and repair at the facilities of the other, for specified purposes.
  • Refuelling and supply: in practice the main use is refuelling of ships and aircraft and the supply of food, water and spare parts when a vessel visits a port of the other country.
  • No military bases: the text states that it does not create any obligation to set up military bases or to station troops, which was the main political concern.
  • Purposes: port calls, joint exercises, joint training, humanitarian assistance and disaster relief. It can also be used for other cases the two sides agree on.
  • Payment: support is provided on a reimbursable basis, in cash or by equal value exchange, and tracked by an accounting system.
  • Safeguards: there is no obligation to provide support. Each request is considered case by case, and India decides whether to approve it. The agreement does not allow permanent bases or deployment of troops on Indian territory.
  • Duration: it was signed for an initial period of ten years and can be extended.

What Are the Foundational Agreements?

Agreement Detail
GSOMIA General Security of Military Information Agreement, signed 2002, on protecting classified military information shared between the countries
LEMOA Logistics support, signed 29 August 2016. India’s version of the Logistics Support Agreement
COMCASA Communications compatibility and security, signed 6 September 2018. India’s version of the Communications and Information Security Memorandum of Agreement, CISMOA
BECA Basic Exchange and Cooperation Agreement on geospatial information, signed 27 October 2020
Industrial Security Annex Signed in 2019 to enable sharing of classified information with defence industry
Why foundational The United States treats them as enabling agreements for its partners to operate and share information at a deeper level

What Else Should You Remember About LEMOA?

  • Similar pacts: India has signed similar logistics agreements with France in 2018, Australia and Japan in 2020, and with Russia, whose agreement RELOS was signed in 2025.
  • Quad partners: India now has logistics access arrangements with all the Quad members, which supports interoperability at sea.
  • Use: it has been used for exercises, for supplies to US ships visiting Indian ports and for Indian ships in the Indo-Pacific.
  • Delhi talks: the 2+2 ministerial dialogue between defence and foreign ministers is the high-level forum where such agreements are reviewed.
  • Access points: the Indian Navy and Air Force can use US facilities in the Indian Ocean and the Pacific, and US vessels can use Indian ports such as Visakhapatnam and Kochi.
  • Nature: it is a memorandum and not a treaty, which means it was concluded by the executive without ratification by Parliament.

What Are the Debates?

  1. Autonomy concern: critics feared that the agreement would draw India into US military operations and compromise its strategic autonomy. The government pointed to the case-by-case approval and absence of bases.
  2. Operational benefit: the Indian Navy can refuel and resupply at US facilities in places such as Diego Garcia, Guam and Djibouti, extending its reach in the Indian Ocean and beyond.
  3. China factor: logistics access is part of balancing China’s naval expansion, as discussed in India-United States Relations.
  4. Russia relations: India balanced the pact by signing a logistics agreement with Russia too, to avoid dependence on one side.
  5. Next steps: the other foundational agreements, COMCASA and BECA, followed to deepen interoperability, as in Communications Compatibility and Security Agreement (COMCASA).

As an analytical point, LEMOA is a practical, low-risk agreement that improves Indian reach while keeping control over each request. Its value depends on actual use and on the wider strategic trust between the two countries.
