What Does PMKVY Offer to Trainees?
- Short Term Training: courses of 150 to 300 hours in job roles aligned to the National Skills Qualifications Framework, with soft skills, entrepreneurship and digital literacy modules
- Recognition of Prior Learning: skills that workers have gained on the job are assessed and certified in a short bridge course, helping workers in the informal sector
- Special Projects: training for special groups and areas, run with government bodies and corporates
- Kaushal Rozgar Mela: fairs that connect trained candidates with employers and apprenticeship opportunities
- Training partners: private and public training providers are accredited and trainees are assessed by a third party assessor
- Accreditation: Sector Skill Councils design the curriculum and conduct assessments for their sectors
- Skill India portal: registration, training centres and certificates are on the Skill India Digital Hub, linked to DigiLocker
- Placement support: training partners are expected to help certified trainees find wage or self employment
What Else Should You Remember?
- Policy base: the scheme implements the National Policy for Skill Development and Entrepreneurship 2015, as in Skill India Mission
- Apprenticeship link: trainees can move into apprenticeships, as in National Apprenticeship Promotion Scheme (NAPS)
- Reward model: earlier versions paid a reward on certification, which was meant to push quality, but critics said it rewarded numbers
- Reach: the Ministry reported more than 2.27 crore beneficiaries under PMKVY, PM-NAPS and Jan Shikshan Sansthan together by early 2025, so the figure is not for PMKVY alone
- Evaluation: an independent evaluation of PMKVY 2.0 found low placement among certified trainees, and a Parliamentary Standing Committee has also raised concerns
- Fraud concerns: investigations found fake trainees and inflated claims at some centres, which led to checks using Aadhaar and biometric attendance
- Decentralisation: PMKVY 3.0 shifted planning to states and districts, which could better match local jobs
- Pitfalls: short courses give limited skills, and many trainees are not tracked after training
- Link to schools: vocational courses in schools are separate and are funded under Samagra Shiksha, as in Samagra Shiksha Abhiyan
- Status: the 2022-26 approval ended in March 2026, so the next phase should be checked in current releases
- Related: Pradhan Mantri Kaushal Vikas Yojana should not be confused with PM Vishwakarma, which supports traditional artisans
- Constitutional context: skill development is a Concurrent List subject through Entry 25 on technical and vocational training, which is why centre and states share roles
Why Does It Matter for the Exam?
- Date: launched on 15 July 2015
- Type: Central Sector Scheme
- Agency: NSDC
- Components: Short Term Training, RPL, Special Projects
- Traps: PMKVY is a training scheme and does not give stipend like apprenticeships
As an analytical point, paying for certificates is not the same as creating jobs. PMKVY is strongest when courses are demand led, trainers are good and placement is tracked, and weak when it counts only the number of people certified.
