Where Does It Fit?

This is the third topic of the macro on urban development and the urban twin of Pradhan Mantri Awaas Yojana – Gramin (PMAY-G). The combined overview is in Pradhan Mantri Awaas Yojana (Urban and Gramin). This page takes the urban lens: land, rental housing and city finance. Previous topic: Smart Cities Mission. Next topic: Swachh Bharat Mission – Urban (SBM-U).

What Were the Four Verticals of PMAY-U?

Vertical How it works
In-situ Slum Redevelopment (ISSR) Slum land is used as a resource. A private developer rebuilds the slum with an incentive of extra built-up area, and the Centre gives about Rs 1 lakh per eligible house
Credit Linked Subsidy Scheme (CLSS) An interest subsidy on home loans for the Economically Weaker Section, Low Income Group and Middle Income Group, paid upfront to the bank. It ended for new loans in 2022
Affordable Housing in Partnership (AHP) Central help of Rs 1.5 lakh per house for affordable houses built by public or private agencies, with a cap on sale price set by the state
Beneficiary-Led Construction (BLC) Central help of Rs 1.5 lakh for families that own land and build or improve a house on their own

What Is New in PMAY-U 2.0?

  • Approval: The Union Cabinet approved PMAY-U 2.0 in August 2024, with effect from 1 September 2024
  • Target: Support for 1 crore urban poor and middle class families to build, buy or rent a house, with an investment of about Rs 10 lakh crore and central assistance of about Rs 2.30 lakh crore
  • Verticals: Beneficiary-Led Construction, Affordable Housing in Partnership, Affordable Rental Housing and Interest Subsidy Scheme
  • Central help: About Rs 2.5 lakh per house under BLC and AHP, as per the scheme
  • Interest subsidy: Home loans up to Rs 25 lakh for houses of up to Rs 35 lakh get a subsidy for a period, on the first Rs 8 lakh of the loan, as reported
  • Affordable Rental Housing: Rental homes for workers, migrants and students, made by converting vacant government housing and through private partners
  • Eligible groups: Economically Weaker Section, Low Income Group and Middle Income Group, with income limits by group, and families with no pucca house
  • Period: Five years, up to 2029

What Else Should You Remember?

  • Predecessor: The first phase came out of earlier schemes such as the Rajiv Awas Yojana and the Jawaharlal Nehru National Urban Renewal Mission housing part
  • Phase I progress: As reported by the Ministry, about 1.18 crore houses were sanctioned and over 90 lakh were completed under PMAY-U by 2025. Check dated figures
  • Phase I closure: New sanctions under the first phase closed on 31 December 2024, with completion of earlier approved houses continuing
  • Women: Ownership of houses is in the name of the woman or joint names, a feature shared with the rural scheme
  • Beneficiary groups: Economically Weaker Section households have annual income up to Rs 3 lakh, Low Income Group Rs 3 to 6 lakh and Middle Income Group Rs 6 to 18 lakh
  • Technology: A Technology Sub-Mission and Light House Projects use new construction methods for faster and cheaper housing
  • Land: Land is a state subject and a main barrier in cities. States are asked to give land and reforms to make it available
  • Link to livelihoods: Migrant and informal workers also gain from rental housing, as in Urban Poverty Alleviation, now…">National Urban Livelihoods Mission (NULM)
  • Challenges: High land cost, few eligible rental takers, delays in clearance and quality issues in public housing
  • Difference from rural: Urban help needs land and approvals and often comes with private builders, while the rural scheme is for self-built houses

Why Does It Matter for the Exam?

  1. Verticals: ISSR, CLSS, AHP, BLC in phase I
  2. Phase II: Rental housing and interest subsidy are new
  3. Groups: EWS, LIG and MIG with income ranges
  4. Launch: 25 June 2015 and 1 September 2024
  5. Compare: Urban scheme with the rural PMAY-G

As an analytical point, urban housing is a land and finance problem as much as a subsidy problem. Rental housing and reform of land use rules may help migrants more than ownership grants. Good data on vacancy and informal rent would guide better policy.
