Current Affairs & Government Schemes › Employment and Livelihood Schemes · Topic 7.4

The National Career Service (NCS) Portal is a digital job-matching platform of the Ministry of Labour and Employment, launched on 20 July 2015. It is a Mission Mode Project that turns the old network of employment exchanges into an online service linking job seekers, employers, skill providers, career counsellors and training institutes in one place. Job seekers register with an Aadhaar-linked profile, employers post vacancies free of charge, and Model Career Centres offer in-person guidance in many districts. The portal is part of the Government's effort to reduce the information gap in the labour market.

Where Does It Fit?

This is the fourth topic of the macro on employment and livelihood. It deals with the information side of jobs, which is the matching of workers and vacancies, and it connects to the digital government topics in the macro on Digital India. Previous topic: Prime Minister’s Employment Generation Programme (PMEGP). Next topic: Aajeevika – National Rural Livelihoods Mission.

How Does the Portal Support Different Groups?

  • Job seekers: They create a profile, search by skill, location and salary, and receive alerts on matching vacancies
  • Employers: Public and private employers post jobs, shortlist candidates and run recruitment drives at no charge
  • Counsellors: Registered counsellors give guidance on careers, and the portal lists courses and test preparation
  • Persons with disabilities: A dedicated section lists jobs and support for Divyang job seekers
  • Women and special groups: Specific drives, such as women returning to work, are run through the portal
  • Scale: The portal reports registered job seekers in crores and a large number of employers and vacancies. These figures change daily, so use a dated figure from the portal

What Else Should You Remember?

  • Mission Mode: Mission Mode Projects are e-governance projects with a defined scope and outcomes, as in National e-Governance Plan (Mission Mode Projects)
  • Old system: Employment Exchanges mainly handled registration on paper and had low placement rates, and the compulsory notification of vacancies covers only public sector establishments and larger private ones
  • Labour market information: A national database of vacancies and skills helps planners to see which skills are short
  • Link with schemes: The portal is a gateway for the Employment Linked Incentive scheme, apprenticeships and skill training, as in Pradhan Mantri Rojgar Protsahan Yojana (PMRPY)
  • Job fairs: Online and in-person fairs are run in partnership with States and the private sector
  • Skill matching: The portal uses a national classification of occupations to match skills with jobs
  • Language: The portal is available in English and several Indian languages, which helps users who are not fluent in English
  • Concerns: Many vacancies are low wage, employers do not report hiring results, digital access is uneven and many job seekers do not know the portal
  • Informal sector: Most Indian jobs are informal and are not posted online, so any portal reaches only a part of the market
  • Related portal: The e-Shram portal registers unorganised workers, which is a separate database from NCS
  • Data privacy: Use of Aadhaar and other personal data raises questions about consent and data security

Why Does It Matter for the Exam?

  1. Ministry: Labour and Employment
  2. Launch: 20 July 2015
  3. Nature: Mission Mode Project and digital job-matching portal
  4. Law link: Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959
  5. Common errors: Mixing it with the e-Shram portal or the Skill India Digital portal

As an analytical point, a job portal is only as useful as the quality of the vacancies and the trust of employers. Linking it to skilling, apprenticeships and incentive schemes, and publishing placement outcomes, will make it more than a notice board.

Frequently Asked Questions

What is the National Career Service portal?

The National Career Service is a digital job-matching platform of the Ministry of Labour and Employment, launched on 20 July 2015. It links job seekers, employers, trainers and career counsellors, and it modernises the older Employment Exchanges by offering free registration, vacancy search, counselling and skill information online.

Who runs the National Career Service?

The Ministry of Labour and Employment runs it through the Directorate General of Employment. States help through Model Career Centres, which give in-person counselling and hold job fairs. The portal links to Aadhaar, DigiLocker and other platforms to make registration and document checks simple for users.

What is a Model Career Centre?

A Model Career Centre is a physical centre, usually upgraded from an employment exchange, that offers career counselling, skill advice, vocational guidance and job fairs. It works with the National Career Service portal, so job seekers who lack internet access can still use the digital services.

Which law governs employment exchanges in India?

The Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 requires certain employers, mainly public sector establishments and larger private ones, to notify vacancies to the employment exchange. The National Employment Service began in 1945, and the National Career Service is its digital form.

How is NCS different from e-Shram?

NCS is a job-matching portal for job seekers, employers and trainers. The e-Shram portal is a national database that registers unorganised workers and gives them an identity number to access social security benefits. They serve different purposes, although both aim to improve information about workers.
