The Ayushman Bharat Digital Mission (ABDM) is a national programme of the Ministry of Health and Family Welfare to build an integrated digital health ecosystem with open, interoperable standards. It was launched nationwide on 27 September 2021, after a pilot in six Union Territories from August 2020, and is run by the National Health Authority with a five-year outlay of Rs 1,600 crore approved in 2022. Its core elements are the 14-digit ABHA number, the Healthcare Professionals Registry, the Health Facility Registry and the Unified Health Interface. Participation is voluntary and consent based. Government figures in 2026 reported over 95 crore ABHA numbers.

Where Does It Fit?

This is the third topic of the macro on health and nutrition. It is the digital pillar of Ayushman Bharat and uses the same National Health Authority that runs the insurance cover. Previous topic: Ayushman Bharat – Health and Wellness Centres (HWCs). Next topic: National Health Mission (NHM).

What Are the Building Blocks of ABDM?

Building block Role
ABHA number A 14-digit Ayushman Bharat Health Account number, linked to an ABHA address, that lets a person hold and share health records. It was earlier called the Health ID
Personal health records app Apps such as ABHA app let a person view and share records with consent
Healthcare Professionals Registry A national register of doctors, nurses and other providers across systems of medicine
Health Facility Registry A register of hospitals, clinics, labs and pharmacies, each with a unique facility ID
Unified Health Interface An open network for booking appointments, teleconsultation and services, modelled on the idea behind UPI
Health Information Exchange and Consent Manager The layer that moves records between providers only after the person gives consent
Digital health incentives A scheme that pays hospitals and software firms for adopting the digital standards

How Does the System Work and What Are the Concerns?

  • Open standards: ABDM sets technical standards rather than a single software, so that private and public systems can talk to each other
  • Consent: records move only after the person approves a request, and the person can revoke consent at any time
  • Voluntary: creating an ABHA number is voluntary, and a person cannot be denied care for not having one
  • Aadhaar and mobile: an ABHA can be made using Aadhaar or a mobile number, and the system also supports a driving licence route
  • Link to PM-JAY: Ayushman cards and ABHA numbers are being linked so that claims and records can be matched, as in Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (PM-JAY)
  • Link to primary care: patients at wellness centres are registered for ABHA at the point of care, as in Ayushman Bharat – Health and Wellness Centres (HWCs)
  • Privacy law: ABDM follows its Health Data Management Policy, and the Digital Personal Data Protection Act, 2023 now provides the wider legal frame for consent and data fiduciaries
  • Concerns: data security, exclusion of people without phones, patchy adoption by private clinics and the risk that health data is used for purposes other than care

What Else Should You Remember?

  • Origin: the National Digital Health Mission was announced by the Prime Minister on 15 August 2020 and was renamed ABDM in 2021
  • Earlier plans: the National Health Policy 2017 had called for a National Digital Health Authority, and a National Digital Health Blueprint in 2019 laid out the architecture
  • Pilot: the pilot ran in Andaman and Nicobar Islands, Chandigarh, Dadra and Nagar Haveli with Daman and Diu, Ladakh, Lakshadweep and Puducherry
  • Agency: the National Health Authority is the implementing agency, and it also runs the PM-JAY scheme
  • Registry numbers: as reported to Parliament, about 95.99 crore ABHA numbers had been created by 31 July 2026, with over 5 lakh health facilities registered by mid 2026
  • Linked records: officials have reported over 100 crore health records linked to ABHA numbers, though the figure includes records from repeat uploads
  • Telemedicine link: the e-Sanjeevani service handled by the Health Ministry is connected to the ABDM stack
  • Scan and Share: a service that lets patients register at hospital counters by scanning a code, reducing queues
  • Data standards: ABDM uses standards like FHIR for records and terminologies such as SNOMED CT and LOINC
  • Digital public good: the stack is designed as digital public infrastructure and is compared with Aadhaar, UPI and CoWIN
  • Use in CoWIN: the CoWIN platform used during the vaccination drive gave India early experience with a large digital health platform
  • Gaps: studies note low volume of actual record sharing compared with the number of ABHA numbers created, which shows that registration is not the same as use

Why Does It Matter for the Exam?

  1. Full form: ABDM and ABHA are common one-line questions
  2. Digits: ABHA is a 14-digit number
  3. Agency: the National Health Authority
  4. Components: registries, UHI and consent manager
  5. Traps: ABHA is not the same as the Ayushman card for PM-JAY, and enrolment is voluntary

As an analytical point, a digital health stack can improve continuity of care, cut duplicate tests and support policy planning. Trust depends on strong data protection, real consent and use by clinicians, and not just on the number of IDs created.

Frequently Asked Questions

What is the Ayushman Bharat Digital Mission?

The Ayushman Bharat Digital Mission is a Health Ministry programme, launched nationwide on 27 September 2021, to create an interoperable digital health ecosystem. It gives people a 14-digit ABHA number, builds registries of doctors and facilities, and lets health records move between providers with the consent of the person.

What is an ABHA number?

ABHA stands for Ayushman Bharat Health Account. It is a 14-digit number that identifies a person in the digital health system and links that person's records from different hospitals. It is voluntary, can be created with Aadhaar or a mobile number, and was earlier known as the Health ID.

Which agency implements ABDM?

The National Health Authority, an attached office of the Ministry of Health and Family Welfare, implements the mission. It is the same body that runs the PM-JAY health cover, which helps link claims data, Ayushman cards and ABHA numbers across the two programmes.

Is ABDM mandatory for patients?

No. Creating an ABHA number is voluntary, and a person cannot be denied treatment for not having one. Records are shared only after the person gives consent through the consent manager, and the person can withdraw that consent at any time as per the mission's data policy.

What are the main concerns about ABDM?

The main concerns are data security and privacy, the exclusion of people without phones or digital skills, weak adoption by small private clinics and the risk of data being used for non-health purposes. Experts also note that many ABHA numbers exist but few records are actually shared.
