Project Mausam is a Ministry of Culture initiative launched in 2014 to revive and study the maritime routes and cultural landscapes of the Indian Ocean, linking India with countries of East Africa, West Asia, South Asia and Southeast Asia. The word Mausam comes from the Arabic mawsim, meaning season, and refers to the monsoon winds that carried ancient trade. The project is coordinated by the Indira Gandhi National Centre for the Arts, with the Archaeological Survey of India and the National Museum as partners, and aims at a trans-national World Heritage nomination. Present status should be checked as of November 2026.

Where Does It Fit?

This topic follows the tourism brand campaign and shifts from visitor promotion to cultural diplomacy. It shows how heritage is used to build ties with neighbours across the sea. Previous topic: Incredible India 2.0 Campaign. Next topic: International Buddhist Conclave.

What Does Project Mausam Cover?

Area Heritage link with India
East Africa Ancient trade through ports on the Swahili coast; Indian merchants, cloth and beads
Arabian Peninsula and Persian Gulf Pearl, horse and spice trade; Arab sailors who used monsoon winds to reach Indian ports
South Asia Ports of Gujarat, Kerala, Tamil Nadu, Odisha and Bengal; Sri Lanka, Maldives and Bangladesh
Southeast Asia Spread of Buddhism, Hinduism, art, scripts and architecture to Cambodia, Indonesia, Vietnam and Thailand
Indian Ocean islands Links with islands such as Madagascar, Mauritius and Seychelles through trade and settlement
Ports and sites Muziris in Kerala, Lothal in Gujarat, Arikamedu in Puducherry and Tamralipti in Bengal, among others

What Are the Aims of the Project?

  • Research: to study the exchange of goods, ideas, religions, languages and technologies across the Indian Ocean
  • Revival: to bring back the memory of ancient sea links and monsoon-based sailing knowledge
  • Documentation: to compile archaeological, historical and living cultural evidence from many countries
  • UNESCO nomination: to build a trans-national, serial nomination for the World Heritage List with partner countries
  • Cultural diplomacy: to improve ties with maritime neighbours through joint seminars, exhibitions and research
  • Cell and lists: a parliamentary reply in 2025 said a Project Mausam cell with a multidisciplinary team was set up, and tentative list proposals were approved and shared with UNESCO
  • Administration: earlier material named IGNCA as the nodal agency, and a later release said ASI handled it, so roles have shifted over time

What Else Should You Remember?

  • Full project title: the full title of the project is Mausam: Maritime Routes and Cultural Landscapes across the Indian Ocean, and cultural landscapes here means places shaped jointly by people and their environment, such as port towns, trade routes, shrines and settlements
  • Why a serial nomination: a single country cannot nominate a route that crosses many seas and nations, so UNESCO allows trans-national serial nominations that group linked sites from several states parties
  • Meaning of Mausam: Mausam is the Arabic mawsim for season and also stands for the monsoon winds that drove ships across the Ocean
  • Monsoon trade: sailors from Arabia, Persia, India and Southeast Asia used the seasonal reversal of winds to cross the Arabian Sea and Bay of Bengal
  • Spice route: a related heritage link in Kerala is described in Muziris Heritage Site
  • Differences: Mission Mausam, approved in 2024 by the Ministry of Earth Sciences for weather and climate, is a different programme
  • Partner countries: the project began with a large group of Indian Ocean countries, with figures varying across releases
  • Method: joint research, exhibitions, conferences and publications are the main tools
  • UNESCO route: world heritage nominations are covered in UNESCO’s List of Cultural Heritage in India (World Heritage Sites)
  • Intangible link: shared traditions such as boat building, festivals and music are linked to the topic in UNESCO Intangible Cultural Heritage List (Kumbh Mela, Yoga, Durga Puja, Kutiyattam, Ramlila, Vedic Chanting, Chhau Dance, Sankirtana, Buddhist Chanting of Ladakh, Nawrouz)
  • Ship-building: ancient boat building is a topic of its own, which you can compare with the science macro
  • Policy link: the Indian Ocean focus matches the policy of Security and Growth for All in the Region, announced in 2015
  • Museum link: the National Museum is a partner for exhibitions, as in Museums of India (National Museum, Indian Museum Kolkata, Salar Jung Museum)
  • Limits: limits include slow progress in partner agreements, thin funding and changing administrative responsibility

Why Does It Matter for the Exam?

  1. Ministry: Culture
  2. Meaning: Mausam as seasons or monsoon winds
  3. Aim: trans-national UNESCO nomination
  4. Statement questions: Indian Ocean focus and cultural diplomacy
  5. Common errors: confusing Project Mausam with Mission Mausam of the Ministry of Earth Sciences

As an analytical point, shared maritime heritage gives India a soft power resource in the Indian Ocean region. Joint research and nominations work only if partner countries share ownership and benefits.
