How Does the UNESCO Intangible Heritage System Work?

  • Convention: the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage came into force in 2006, and India ratified it in 2005
  • Lists: UNESCO keeps the Representative List, the List of Intangible Cultural Heritage in Need of Urgent Safeguarding, and a register of good safeguarding practices
  • Who decides: the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage decides inscriptions each year
  • Domains: oral traditions, performing arts, social practices and festivals, knowledge of nature, and traditional craftsmanship
  • Nomination: each country sends one nomination each cycle through its nodal agency, which for India is the Sangeet Natak Akademi under the Ministry of Culture
  • Deepavali: the 20th session of the Committee met at the Red Fort, New Delhi from 8 to 13 December 2025, the first time India hosted it, and inscribed Deepavali as India’s 16th element
  • Earlier proclamations: Kutiyattam (2001), Vedic chanting (2003) and Ramlila (2005) were proclaimed as Masterpieces and moved to the Representative List in 2008
  • Kumbh Mela: the world’s largest peaceful gathering, held in rotation at four sites, was inscribed in 2017
  • Garba: the dance of Navratri in Gujarat was inscribed in December 2023 at the session in Kasane, Botswana

  • National inventory: the Ministry of Culture has a national list of intangible cultural heritage of India with many elements
  • Safeguarding gaps: lack of documentation, loss of practitioners and commercial pressure on rituals

Why Does It Matter for the Exam?

  1. Count and latest: 16 elements and Deepavali in 2025
  2. Year matching: Yoga 2016, Kumbh 2017, Durga Puja 2021, Garba 2023
  3. State matching: Kutiyattam and Mudiyettu in Kerala, Sankirtana in Manipur, Thatheras in Punjab
  4. Body: Sangeet Natak Akademi as the nodal agency
  5. Common error: confusing World Heritage with intangible heritage, or placing Chhau in only one state

As an analytical point, intangible heritage lives only if communities keep practising it. Recognition brings visibility and tourism, but it needs documentation, training of young performers and fair earnings for artists to be of real value.
