India’s First Biomass-to-Ethanol Plant and Its Commercialization

Science & Technology › Biotechnology – Applications · Topic 11.30

India's first commercial-scale plant to make second generation ethanol from biomass is the 2G bio-refinery of Indian Oil Corporation at Panipat in Haryana, which uses paddy straw, the stubble left after rice harvest. The plant, dedicated to the nation in August 2022, is designed to turn about 2 lakh tonnes of rice straw a year into roughly 3 crore litres of ethanol, and it aims to cut the burning of stubble that pollutes the air of north India. The process uses enzymes to break the cellulose and hemicellulose in straw into sugars, which yeast then ferments to ethanol. The plant supports the target of blending ethanol with petrol and shows how agricultural waste can become fuel.

Where Does It Fit?

This is the near-last topic of the macro on applications of biotechnology. It shows how the enzyme and fermentation tools of the macro meet energy policy and farm waste management in a real plant. Previous topic: DBT’s “Sohum” Newborn Hearing Screening Device. Next topic: Designer Babies/Three-Parent Babies.

How Does the Plant Turn Straw into Ethanol?

Step What happens
Collection Paddy straw is collected from farms around the plant, baled and transported
Pretreatment Steam and chemicals open the tough structure of lignocellulose, which has cellulose, hemicellulose and lignin
Enzymatic hydrolysis Cellulase enzymes break the cellulose into glucose, and other enzymes release other sugars
Fermentation Yeast, sometimes engineered to use many sugars, converts the sugars to ethanol, as in Bioprocess and Fermentation Technology
Distillation Ethanol is separated and purified to fuel grade
By products Lignin is used as solid fuel to power the plant, and effluent is treated
Blending Ethanol is mixed with petrol in oil marketing company depots

Why Is It Important and What Are the Challenges?

  • Stubble burning: farmers in Punjab, Haryana and Uttar Pradesh burn rice straw before wheat sowing, which adds to smog. A market for straw gives a reason not to burn it
  • Farmers’ income: farmers or aggregators can sell straw instead of burning it
  • Energy security: ethanol reduces oil imports
  • Climate: lower net greenhouse gas emissions than petrol and lower burning of residue
  • Non-food feedstock: uses waste instead of grain or sugar, avoiding food versus fuel problems
  • Challenges: collecting and storing bulky straw, high cost of enzymes and plant, silica in straw that fouls equipment
  • Economics: 2G ethanol is costlier than ethanol from cane or grain, so policy support is needed
  • Supply chain: a steady, year long supply of straw needs balers, storage depots and logistics

What Else Should You Remember?

  • Plant details: reported capacity is about 100 kilolitres of ethanol a day. The cost was reported as about Rs 900 crore, and figures should be checked on official pages
  • Dedication: the Prime Minister dedicated the plant to the nation in August 2022 as part of a push for biofuels
  • JI-VAN Yojana: Pradhan Mantri JI-VAN Yojana, 2019, supports 2G ethanol plants with viability gap funding, as in National Policy on Biofuels,…">Biofuels: Bioethanol, Biodiesel and Biogas from Biomass
  • Technology partners: Indian research bodies, including the Department of Biotechnology and its institutes, developed enzymes and processes for 2G ethanol, and industry partners built the plant
  • Other 2G plants: bio-refineries are planned or built in Odisha at Bargarh, in Assam by Numaligarh Refinery using bamboo, and in other places
  • Bamboo ethanol: the Assam plant uses bamboo as feedstock, which is a fast growing grass
  • Biomass: India produces hundreds of millions of tonnes of crop residue each year, only part of it used
  • Air quality: stubble burning in October and November is a major reason for Delhi region smog
  • Commercialisation: needs long term supply contracts with farmers, assured purchase by oil companies, and falling costs of enzymes
  • Pusa decomposer: an alternative way to deal with stubble is to speed up its decay in the field with a microbial solution, as in Bio-Composting and Carbon Capture Techniques
  • Compressed biogas: straw can also be used for compressed biogas, a competing use
  • Policy target: India reached about 20 per cent ethanol blending in petrol in 2025, mostly from cane and grain, so 2G adds a more sustainable source
  • Enzyme cost: cellulase enzymes are a major cost, so Indian research aims to produce them locally at a lower price
  • Silica problem: rice straw has a high silica content, which wears out machines and slows processing, unlike wheat straw
  • Carbon benefit: replacing petrol with ethanol from waste cuts emissions over the full life cycle, according to studies by oil companies and research bodies

Why Does It Matter for the Exam?

  1. Location and feedstock: Panipat and paddy straw
  2. Process: pretreatment, hydrolysis, fermentation
  3. Policy: JI-VAN Yojana and blending target
  4. Current affairs link: stubble burning and 2G plants
  5. Common errors: saying that 2G ethanol uses sugarcane juice

As an analytical point, a 2G plant solves several problems together, but it needs a dependable straw supply chain and lower costs. Scaling such plants can help both clean air and clean fuel goals.

Frequently Asked Questions

Where is India's first second generation ethanol plant?

India's first commercial scale second generation ethanol plant is the Indian Oil Corporation's 2G bio-refinery at Panipat in Haryana, which was dedicated to the nation in August 2022. It uses paddy straw as raw material to produce ethanol that is blended with petrol.

What is second generation ethanol?

Second generation ethanol, or 2G ethanol, is ethanol made from non-food plant material such as rice straw, wheat straw, bagasse and other agricultural residue. Enzymes first break the cellulose into sugars, and yeast then ferments them to ethanol. It avoids competition with food crops and uses waste.

How does a 2G ethanol plant reduce stubble burning?

A 2G plant creates a market for paddy straw, which farmers would otherwise burn in the field to clear it before the next crop. By buying straw from farmers, plants give income for the residue and reduce the smoke that contributes to winter air pollution in north India.

Which scheme supports 2G ethanol in India?

The Pradhan Mantri JI-VAN Yojana, launched in 2019, supports second generation ethanol plants with financial assistance. It aims to create an ecosystem for advanced biofuels using agricultural and municipal waste, and is part of the National Policy on Biofuels, 2018.

What are the challenges in commercialising 2G ethanol?

The main challenges are the cost and logistics of collecting and storing bulky straw, the high cost of enzymes and equipment, technical issues such as silica in straw, and the fact that 2G ethanol is more expensive than ethanol from cane or grain. Long term supply contracts and policy support are needed.
