India-Based Neutrino Observatory
Science & Technology › Physics – Modern Physics and Astrophysics · Topic 9.5
The India-Based Neutrino Observatory, INO, is a proposed underground laboratory in India to study neutrinos, which are very light, electrically neutral particles that rarely interact with matter. The project plans to build a 50,000-tonne magnetised iron calorimeter detector, ICAL, under a mountain at Bodi West Hills in the Theni district of Tamil Nadu, with about a kilometre of rock above it to shield from cosmic rays. It is led by the Department of Atomic Energy and the Department of Science and Technology with many institutes. The Union Cabinet approved the project in 2015 at about Rs 1,500 crore, but it has been stalled by environmental and legal issues and local opposition. Its main aim is to measure properties of atmospheric neutrinos, such as the order of their masses.

Where Does It Fit?
This is the fifth topic of the macro on modern physics and astrophysics. It connects the particle physics of the first macro topics with India’s own big science projects. Previous topic: Black Holes. Next topic: Gravitational Waves.
What Are Neutrinos and Why Study Them?
| Item | Detail |
|---|---|
| Nature | Neutral leptons with a tiny mass. Three types: electron, muon and tau neutrinos. Trillions pass through the body every second without effect |
| Sources | The Sun, supernovae, cosmic rays hitting the atmosphere, nuclear reactors, the Big Bang relic neutrinos |
| History | Wolfgang Pauli proposed the neutrino in 1930, Enrico Fermi named it, and Clyde Cowan and Frederick Reines detected it in 1956 |
| Oscillations | Neutrinos change from one type to another as they travel, which shows that they have mass. Takaaki Kajita and Arthur McDonald received the Nobel Prize in 2015 |
| Open questions | The exact masses, which type is heaviest, called the mass hierarchy, and whether the neutrino is its own antiparticle |
| Importance | Neutrinos give information about the Sun, supernovae and the early universe, and may help to explain matter-antimatter asymmetry, as in Fundamental Particles and Basic Forces of Nature |
What Is the INO Project?
- Detector: the iron calorimeter has layers of iron plates with a magnet and detectors made of resistive plate chambers, to measure atmospheric neutrinos and tell neutrinos from antineutrinos by the curve of the tracks.
- Underground site: a tunnel about 2 kilometres long leads to caverns under about a kilometre of rock at Bodi West Hills, in the Theni district, to cut out cosmic ray noise.
- Aims: measure the mass hierarchy, study oscillations precisely, search for dark matter and train scientists, with a centre for physics and a low-background lab as additions.
- Funding and agencies: the Department of Atomic Energy and the Department of Science and Technology, with the Tata Institute of Fundamental Research as a leading partner.
- History in India: the copper Indian gold mine Hutti in Raichur, Karnataka…">Kolar Gold Fields underground mines in Karnataka hosted experiments in the 1960s that detected atmospheric neutrinos for the first time, at a depth of about 2 kilometres.
- Status: the project has faced clearance issues, court cases and protests over concerns about the environment and the Mathikettan Shola national park region, and no construction of the main laboratory has begun, so its present status should be checked.
What Else Should You Remember?
- Other neutrino observatories: Super-Kamiokande in Japan, IceCube at the South Pole, ANTARES in the Mediterranean and Baikal-GVD in Russia, as in Dark Matter and Dark Energy.
- IceCube: the world’s largest neutrino detector, using a cubic kilometre of Antarctic ice instrumented with sensors.
- Environmental review: large underground works in ecologically sensitive areas need clearances, and critics raised concerns about the effect on the Narmada…">Western Ghats and the wildlife corridor.
- Legal path: the case went before the National Green Tribunal and the Madras High Court, and the Supreme Court was also involved, according to reports.
- Alternatives: proposals to shift the site or to use a different design have been discussed, though no change has been confirmed.
- Other Indian facilities: LIGO-India is planned in Maharashtra, and the Giant Metrewave Radio Telescope near Pune is a major astronomy facility, as in Gravitational Waves.
- Science case: the aim of INO overlaps with international experiments, so some scientists argue that its value lies in training and building indigenous capacity.
- Exam pattern: location, aim and the reason for delays.
Why Does It Matter for the Exam?
- Fact questions: where INO is planned and which departments run it.
- Concept questions: properties of neutrinos and the idea of oscillation.
- Policy and environment link: how big science projects deal with ecological concerns and local consent.
- Current affairs link: neutrino discoveries and the status of large projects.
- Common errors: saying that neutrinos are charged or that INO is located in Kerala.
As an analytical point, INO shows the difficulty of placing a large science facility in a sensitive area. Early consultation, careful design and transparency are as important as the science.

Frequently Asked Questions
What is the India-Based Neutrino Observatory?
The India-Based Neutrino Observatory is a proposed underground laboratory to study neutrinos, planned under a mountain at Bodi West Hills in the Theni district of Tamil Nadu. It would host a 50,000-tonne magnetised iron calorimeter detector, and it is led by the Department of Atomic Energy and the Department of Science and Technology.
What are neutrinos?
Neutrinos are fundamental particles with no electric charge and a very small mass that interact only weakly with matter, so they pass through the Earth and the human body almost without effect. They come from the Sun, supernovae, cosmic rays and reactors, and they change type in flight, a process called oscillation.
Why is INO placed underground?
The detector is placed under about a kilometre of rock so that the rock blocks cosmic rays and other particles that would swamp the very rare signals from neutrinos. Only neutrinos can pass through such depth, so the underground site gives a quiet background for the experiment.
Why has the INO project been delayed?
The project has faced clearance issues, legal cases and local protests over concerns about the environment of the Western Ghats region around the proposed site, and about the effect of tunnelling and blasting. As a result, construction of the main laboratory has not begun, and the status should be checked from official sources.
What are some other neutrino observatories?
Other major neutrino detectors are Super-Kamiokande in Japan, IceCube in the ice at the South Pole, which is the largest, ANTARES in the Mediterranean Sea, and Baikal-GVD in Lake Baikal in Russia. They study neutrinos from the Sun, supernovae and cosmic sources.
