Where Does It Fit?
This is the seventh topic of the macro on India’s bilateral relations with major powers. Japan is India’s largest bilateral source of development finance and an important partner in the Indo-Pacific strategy. Previous topic: India-Germany Relations: Inter-Governmental Consultations, Skill Development Partnership. Next topic: India-European Union Relations: India-EU Trade and Technology Council.
What Are the Main Features of India-Japan Ties?
| Area | Details |
|---|---|
| Framework | The relationship was upgraded to a Special Strategic and Global Partnership in 2014. Leaders hold an Annual Summit, and the 16th was held in New Delhi on 1-3 July 2026 with Prime Minister Takaichi, after it was first planned for Guwahati |
| Infrastructure | Japan finances the Mumbai-Ahmedabad high-speed rail, a 508 km line using Shinkansen technology, and has provided nearly 80 per cent of the cost of the Western Dedicated Freight Corridor through loans from the Japan International Cooperation Agency, JICA. It is also the main external funder of metro systems in several cities |
| Bullet train | The project has faced delays and cost increases. Reports before the 2026 summit said the Surat-Vapi section was nearing completion and the new E10 train model was linked to a manufacturing partnership announced in 2025, but the timeline for full operation has been reported differently |
| Investment | Japan announced during the 2025 summit in Tokyo a large private investment target for India over the next decade, in sectors such as electronics, manufacturing and clean energy |
| Defence | The two sides hold a Defence Ministers’ dialogue. On 28 October 2026 Defence Minister Rajnath Singh and his Japanese counterpart Shinjiro Koizumi met in Cebu, Philippines, and discussed defence ties and naval cooperation. Japan has also asked for an Indian facility to test its long-range missiles, according to a press report |
| Indo-Pacific | Both belong to the Quad and the Malabar naval exercise, and both promote a Free and Open Indo-Pacific. Japan’s leaders first used the phrase in 2007 |
Why Does Japan Matter to India?
- Development finance: Japanese loans are on very low interest and long repayment terms, and have built metro lines, freight corridors and industrial regions.
- Manufacturing: Japanese firms such as Suzuki, in the automobile sector, have been long-term investors and are moving into electronics and batteries.
- Act East: Japan funds connectivity projects in India’s north-east, aligned with the Act East Policy, as in Look East Policy and Its Evolution into Act East Policy.
- Counterbalance to China: shared worries over China’s behaviour, and uncertainty about the policies of the United States, bring Tokyo and New Delhi closer.
- Economic security: supply chains of critical minerals, semiconductors and batteries are common priorities.
What Are the Challenges?
- Project delays: land acquisition and cost overruns have delayed the bullet train, and Japanese partners want stable timelines.
- Trade: India-Japan trade is modest compared with the political closeness, and the comprehensive economic partnership agreement of 2011 has delivered less than expected.
- Defence trade: large defence deals and technology transfer have moved slowly because of Japan’s earlier limits on arms exports.
- Different positions: India does not take sides on conflicts such as Ukraine in the same way as Japan, which belongs to the G7.
- Regulation: Japanese firms point to complex regulation and tax rules.
As an analytical point, the partnership is unusual because it has few direct disputes. Its value will grow if India can turn Japanese capital into manufacturing capacity at home and if the two countries make the Quad and bilateral defence ties more concrete. Another link in the Indo-Pacific chain is described in Quadrilateral Security Dialogue (QUAD).
