Doklam Standoff – India-China-Bhutan Trijunction

International Relations & Places in News › Border, Territorial and Maritime Disputes in the News · Topic 12.7

Doklam, called Donglang by China, is a plateau at the trijunction of India, China and Bhutan, near the Chumbi Valley and the Jampheri ridge, claimed by both Bhutan and China. In June 2017 Chinese troops began extending a road on the plateau toward the Jampheri ridge, which Bhutan protested, and Indian troops crossed into Doklam on 16 June 2017 to stop the work at Bhutan's request, under its security understandings. A face-off lasted 73 days and ended on 28 August 2017 with a disengagement by both sides. The location matters to India because it overlooks the Siliguri Corridor, also called the Chicken's Neck, which connects the northeast to the rest of India.

Where Does It Fit?

This is the seventh topic of the macro on border, territorial and maritime disputes in the news. Doklam is the best known standoff before Galwan and carries lessons about India’s role with Bhutan. Previous topic: South China Sea Disputes and India’s Position. Next topic: Teesta River Water Sharing Dispute – India-Bangladesh.

What Happened at Doklam?

  • Location: the Doklam plateau lies in Bhutan’s Haa district at the point where Bhutan, India and China meet, near Sikkim’s Nathu La and Jelep La passes.
  • Background: in 2012 India and China agreed that the tri-junction points would be decided in consultation with the third country. China started building a road in 2017 on the plateau, which India and Bhutan saw as a change of the status quo.
  • Standoff: Indian soldiers moved in on 16 June 2017 to block the road, leading to a standoff between troops a short distance from each other. China demanded Indian withdrawal as a precondition.
  • Resolution: on 28 August 2017, the two governments said they had disengaged. India said that China had stopped the road construction, and China said it would continue patrolling within its claimed territory.
  • Bhutan’s role: Bhutan protested to China and said that the road violated agreements of 1988 and 1998 that the status quo should be maintained until the boundary is settled.

Why Is Doklam Strategic?

Aspect Detail
Siliguri Corridor The Chicken’s Neck is a narrow strip, about 22 kilometres wide at its narrowest, linking the northeast to the rest of India. Chinese control of Doklam would put it closer to this corridor
Chumbi Valley China holds the Chumbi Valley, a wedge between Sikkim and Bhutan, and the Jampheri ridge gives a view of the corridor
Bhutan India-Bhutan Treaty of Friendship of 2007 replaced the 1949 treaty and removed the clause that Bhutan would be guided by India in foreign affairs, but both agree to cooperate on national security
Military posture India maintained forces in the area, and satellite images later showed Chinese construction of roads, helipads and troop facilities on its side of the plateau
Villages Reports since 2020 show China building villages in disputed areas near Bhutan, such as Pangda, in the region
Bhutan-China talks Bhutan and China have held many rounds of boundary talks, and a settlement involving Doklam could change the security picture for India

What Else Should You Remember About Doklam?

  • India’s neighbourhood: Bhutan is the only South Asian neighbour with no diplomatic relations with China, and China wants relations with it.
  • Not on the LAC: Doklam is in Bhutan’s claimed territory, so it is a trijunction issue rather than an India-China boundary dispute.
  • Troops: the Indian Military Training Team is stationed in Bhutan and trains the Royal Bhutan Army.
  • Hydropower: India helps Bhutan with hydropower projects like Punatsangchhu and Mangdechhu and is the main buyer of its power.
  • Link to Galwan: the 2017 standoff was the first major crisis before the 2020 clashes, as in Line of Actual Control (LAC) – India-China Border Disputes (Galwan, Doklam, Depsang).

Why Does It Matter and What Are the Debates?

  1. Test of resolve: India showed it would stand by Bhutan and stop unilateral changes, a point that increased confidence among smaller neighbours.
  2. Management without war: the standoff ended without fighting, through diplomacy before the BRICS summit at Xiamen in September 2017.
  3. Persisting threat: Chinese infrastructure near Doklam stays, so India has upgraded roads, tunnels and surveillance around Sikkim and the Siliguri Corridor.
  4. Bhutan’s independence: some analysts argue that India should leave room for Bhutan’s own decisions, while others see strong security cooperation as necessary.
  5. Lessons: the use of local commanders, hotlines and political direction helped to contain the crisis. See mamallapuram-summits-trade-deficit-issues/" class="maargx-auto-link" data-preview="At a Glance Boundary About 3,488 km; LAC not agreed in all sectors Informal summits Wuhan 2018, Mamallapuram 2019 Low point Galwan…">Panchsheel agreement 1954 Asylum Dalai Lama…">India-China Relations: Border Standoffs, Wuhan/Mamallapuram Summits, Trade Deficit Issues.

As an analytical point, Doklam showed that India is ready to act when a neighbour’s territory is affected and that it can manage a standoff by diplomacy. The strategic risk to the Siliguri Corridor remains a long-term concern.
