Where Does It Fit?

The Preamble describes India as a Sovereign Socialist Secular Democratic Republic. These are the key words in the Preamble, and each is a key to a part of the Constitution. An earlier topic in the category on basic concepts explained these concepts at length. This topic sets out what each word means in the Preamble and which provisions carry it.

What Do the Five Words Mean?

Key word Meaning in the Preamble Where it shows in the Constitution
Sovereign India is an independent state; there is no authority above it, and it is free to conduct its internal and external affairs Independence from the British Empire; membership of the Commonwealth and the UN does not limit it
Socialist Democratic socialism, with a mixed economy where the public and private sectors co-exist Certain Directive Principles; the word was made explicit in 1976
Secular All religions have the same status and support from the State Articles 25 to 28
Democratic Popular sovereignty: supreme power with the people Universal adult franchise, periodic elections, rule of law, independence of judiciary, absence of discrimination
Republic An elected head of the State for a fixed period The President, elected indirectly for five years

Sovereign

The word means that India is neither a dependency nor a dominion of any other nation, but an independent state. From 15 August 1947 to 26 January 1950 India was a dominion in the British Commonwealth. It ceased to be one on 26 January 1950, by declaring herself a sovereign republic. The Commonwealth membership declared in 1949, and the membership of the United Nations, do not affect sovereignty in any manner. Being a sovereign state, India can acquire a foreign territory or cede a part of its territory to a foreign state.

Socialist and Secular

Both words were added by the 42nd Amendment Act of 1976. Even before that, the Constitution had a socialist content in certain Directive Principles, so what was implicit was made explicit. The Congress party adopted a resolution for a “socialistic pattern of society” at its Avadi session in 1955. The Indian brand is democratic socialism, not communistic or state socialism, which involves nationalisation of all means of production and abolition of private property. The new Economic Policy of 1991 has diluted the socialist credentials of the Indian State.

The Supreme Court said in 1974 that although the words “secular state” were not expressly mentioned, the Constitution-makers wanted to establish such a state, and Articles 25 to 28 were included for that purpose. The Constitution embodies the positive concept of secularism.

Democratic and Republic

The word democracy comes from the Greek demos and kratia, meaning people and rule. India has a representative parliamentary democracy, and the Preamble uses the word in the broader sense, embracing political, social and economic democracy. In a republic, the head of the State is always elected, directly or indirectly, for a fixed period, as against a monarchy where the head holds a hereditary position. A republic also means that political sovereignty is vested in the people and not in a single individual, and that there is no privileged class, so all public offices are open to every citizen without discrimination.
