Mains Angle

The committees show how the Constitution was made by division of work and by public discussion. Use these points to add depth.

  • A system of committees: The Assembly worked through eight major and thirteen minor committees, each dealing with a task such as the union, the provinces, rights and minorities, procedure, the states and the steering of its work.
  • The Drafting Committee as the centre: It prepared the first draft after taking into consideration the proposals of the various committees, and it sat for only 141 days in less than six months.
  • Public consultation: The first draft of February 1948 was thrown open to public discussion for eight months, and a second draft followed in October 1948 in the light of the comments.
  • Experts outside the Assembly: Some committees were chaired by non-members, such as the committees on the Supreme Court, citizenship and the financial provisions, and Sir B.N. Rau served as constitutional adviser.
  • A critic’s jibe: A member, Naziruddin Ahmed, called the Drafting Committee a “Drifting Committee” to show his contempt for it, which shows the criticism that the Assembly took a long time.
