Tertiary, Quaternary and Quinary Activities

Geography › Economic Activities and Industrial Location · Topic 20.5

Tertiary activities provide services such as trade, transport, communication, banking, education, health and tourism. Quaternary activities are knowledge-based services of research, information technology and consulting, and quinary activities are the highest-level decisions of top executives, policymakers and scientists. As an economy develops, the share of workers moves from primary to secondary and then to tertiary and higher activities. India's services sector now produces over half of its output.

Where Does It Fit?

This is the fifth topic of the macro on economic activities and industrial location. The previous topics covered the primary and secondary sectors, and this one covers the service and knowledge sectors above them. The next topic covers the factors that decide where industries are located. Previous topic: Secondary Activities and Classification of Industries. Next topic: Factors Influencing Industrial Location.

What Are Tertiary Activities?

In short: tertiary activities do not make goods but provide the services that make the economy run.

Tertiary activities include trade, transport, communication, banking and insurance, education, health care, government, hotels and tourism, and the many personal and professional services. They link the producers to the consumers, as in Land Transport and Pipelines and Aryabhata, 1975 Telecom…">Communication – Satellites and Cyberspace. Services can be divided into producer services such as finance, law and logistics; consumer services such as retail, hotels and entertainment; and public services such as administration, defence, education and health. The share of workers in the services sector rises with income, so that in the developed countries more than three-quarters of the workforce is in services.

What Are Quaternary and Quinary Activities?

Sector Nature Examples
Quaternary Knowledge-based activities that involve the collection, processing and sharing of information and ideas, and need a high level of skill Research and development, information technology, software, data analytics, consulting, education and training, financial and legal advice, biotechnology
Quinary The highest level of decision making, the people who shape the policy and direction of organisations and societies, often called the gold collar professionals Top executives and senior government officials, scientists, financial and legal consultants, senior leaders in media, universities and research bodies

The quaternary activities and quinary activities are concentrated in a few global cities, such as New York, London and Tokyo, and in technology hubs such as Silicon Valley, Bengaluru and Hyderabad, where skilled workers, universities, finance and connectivity are found together, as in Factors Influencing Industrial Location. They are footloose and depend more on skills than on resources, and they are now being reshaped by artificial intelligence.

How Do These Sectors Perform in India?

  • Structure: services contribute more than half of India’s gross value added, about 55 per cent, and a rising share of exports, as in India International Trade. They employ a smaller share of the workforce than agriculture, close to a third, so output per worker is higher in services, as in Population Composition – Sex, Age and Occupation.
  • IT and business services: information technology and business process management is a leading exporter, with revenues of about 280 to 300 billion US dollars a year and several million direct workers, concentrated in Bengaluru, Hyderabad, Pune, Chennai and the National Capital Region. India has more than a thousand global capability centres, offices set up by multinational firms to do research, engineering and analytics.
  • Finance and digital services: banking, insurance and a digital payment system led by the Unified Payments Interface, with fintech start-ups.
  • Tourism: India received about 9.9 million foreign tourist arrivals in 2024, below pre-pandemic peaks of Asian rivals; domestic tourism is much larger. Tourism is a major employer and is strongly linked with heritage, pilgrimage, medical and eco-tourism, as in Urban Settlements in India.
  • Health and education: medical tourism and the education sector.
  • Constraints: the supply of skilled workers, the digital divide, automation and artificial intelligence, visa risks in key overseas markets and the weak role of services in providing mass employment.

As an analytical point, India has moved to a service-led economy without a large manufacturing phase, and this is a source of strength in exports but a limit on jobs for the large numbers of workers with modest skills. The policy test is whether services can be made more inclusive, for example by linking the growth of tourism, logistics, health care and the care economy to local employment, while building the skills for the knowledge sectors, and by using the global capability centres to spread to smaller cities.

Frequently Asked Questions

What are tertiary activities?

Tertiary activities are service activities that support primary and secondary production and meet the needs of people, such as trade, transport, communication, banking, insurance, education, health care, administration, hotels and tourism. They do not produce goods themselves, and their share in employment rises as an economy develops.

What are quaternary activities?

Quaternary activities are knowledge-based services that deal with the collection, processing and sharing of information, and need highly skilled workers. They include research and development, information technology, data analytics, consulting, education and training, and are concentrated in technology hubs and global cities.

What are quinary activities?

Quinary activities are the highest level of decision-making in an economy and society, performed by top executives, senior government officials, scientists and other leaders who shape policy and direction. They are sometimes called gold collar professionals and are found in a few world cities.

Why does the share of services rise with development?

As incomes rise, people spend more on services such as education, health, travel and entertainment, and firms need more finance, logistics and professional services. Agriculture and manufacturing become more productive and employ fewer workers, so the share of jobs and output shifts towards the services sector.

How important is the services sector in India?

The services sector contributes more than half of India's gross value added, about 55 per cent, and is the leading source of exports, led by information technology and business services. It employs about a third of the workforce, so it is large in output but smaller in jobs.
