The United Nations Environment Programme (UNEP) is the leading global environmental authority within the UN system. It was established in 1972 as a result of the Stockholm Conference, and has its headquarters in Nairobi, Kenya, the first UN agency headquartered in a developing country. UNEP sets the global environmental agenda, assesses the state of the environment, and promotes the environmental dimension of sustainable development. Its governing body is the United Nations Environment Assembly (UNEA), which has universal membership of all 193 UN members since 2012. UNEP publishes the Global Environment Outlook, Emissions Gap Report, Adaptation Gap Report and Frontiers reports, runs the Regional Seas Programme, hosts secretariats of conventions such as CITES, CMS and the Basel, Rotterdam and Stockholm group, administers the Ozone Secretariat, and leads World Environment Day on 5 June. The United Nations Development Programme (UNDP) is the UN's global development network. It was set up in 1965 by merging the Expanded Programme of Technical Assistance and the UN Special Fund, has its headquarters in New York, and works in about 170 countries on poverty, governance, crisis recovery and climate and environment; it publishes the annual Human Development Report with the Human Development Index (since 1990) and is an implementing agency of the Global Environment Facility.
