Marrakesh Climate Change Conference

Environment & Ecology › International Environmental Governance and Conventions · Topic 18.22

The Marrakesh (or Marrakech) Climate Change Conference, held from 7 to 18 November 2016 in Marrakech, Morocco, was the 22nd Conference of the Parties (COP22) to the UNFCCC, the 12th meeting of the Parties to the Kyoto Protocol (CMP12) and the first meeting of the Parties to the Paris Agreement (CMA1). It took place just after the Paris Agreement entered into force on 4 November 2016, and was called the COP of action. The main outcomes were the Marrakech Action Proclamation, in which nearly 200 parties affirmed their commitment to the Paris Agreement and to implementing it quickly, a work programme to complete the Paris Agreement rulebook by 2018, decisions on the Adaptation Fund serving the Paris Agreement, the launch of the 2050 Pathways Platform, and steps to improve climate finance transparency; it also saw the Climate Vulnerable Forum states pledge to move to 100 percent renewable energy. India highlighted equity, climate finance and its renewable energy push. An earlier Marrakesh meeting, COP7 in 2001, adopted the Marrakesh Accords, a set of decisions that laid down the rules for implementing the Kyoto Protocol, including the Clean Development Mechanism and emissions trading, so both events are named in exams.

Why Does It Matter for the Exam?

  1. COP22: 2016
  2. COP7: 2001
  3. Output: Action Proclamation
  4. Current affairs link: Paris rulebook
  5. Common errors: mixing COP22 with COP21 Paris

As an analytical point, Marrakech was a bridging COP: it kept political momentum after Paris and began the work of turning the agreement into rules. The 2001 Marrakesh Accords played the same role for the Kyoto Protocol.
