Udyam Registration Portal for MSMEs
Current Affairs & Government Schemes › Industry, MSME and Startup Schemes · Topic 14.6
The Udyam Registration Portal is the online system of the Ministry of Micro, Small and Medium Enterprises for registering micro, small and medium enterprises, started on 1 July 2020 under the Micro, Small and Medium Enterprises Development Act, 2006. It replaced the earlier Udyog Aadhaar Memorandum. Registration is free, paperless and based on self-declaration, with Aadhaar of the proprietor or authorised signatory, and PAN and GST details are linked. An enterprise receives a permanent Udyam Registration Number and a certificate. Classification depends on investment and turnover, and the limits were revised with effect from 1 April 2025.

Where Does It Fit?
This topic covers the data and identity base for all MSME benefits. It follows the competitiveness scheme and leads into district-level product focus. Previous topic: MSME Champions Scheme. Next topic: One District One Product (ODOP) Scheme.
How Does Udyam Registration Work and How Are MSMEs Classified?
| Category | Limits from 1 April 2025 |
|---|---|
| Micro enterprise | Investment in plant and machinery or equipment up to 2.5 crore rupees and turnover up to 10 crore rupees |
| Small enterprise | Investment up to 25 crore rupees and turnover up to 100 crore rupees |
| Medium enterprise | Investment up to 125 crore rupees and turnover up to 500 crore rupees |
| Earlier limits (2020) | Micro: 1 crore and 5 crore. Small: 10 crore and 50 crore. Medium: 50 crore and 250 crore, with exports excluded from turnover |
| Rule of both limits | An enterprise must meet both the investment and the turnover limit for a category, and one limit alone is not enough |
| Exports | Exports of goods or services are excluded when turnover is calculated for classification |
What Are the Features and Benefits of Registration?
- Process: fully online, self-declaration with Aadhaar, and the data on investment and turnover is pulled from income tax and GST systems, so no documents are uploaded
- Single number: one permanent Udyam Registration Number per enterprise, with multiple activities added to the same registration
- Manufacturing and services: both are covered under one composite definition since 2020, and trading units are also allowed to register for priority sector lending
- Udyam Assist Platform: started in January 2023 to bring informal micro enterprises into the formal system so that they get priority sector credit benefits
- Credit: registered units access priority sector loans, collateral-free loans under the credit guarantee trust and schemes such as the Prime Minister’s Employment Generation Programme
- Late payment protection: the MSMED Act requires buyers to pay within 45 days, and the MSME Samadhaan portal helps file delayed payment cases
- Procurement: government buyers must source a share of purchases from MSEs and may use the Government e-Marketplace
- Tax and other benefits: lower fees for patents and trademarks, concessions on bank charges and easier access to subsidies
What Else Should You Remember?
- Earlier system: Entrepreneurs Memorandum Part I and II existed before 2015, then Udyog Aadhaar from 2015, then Udyam from 2020
- Law: the classification is notified under Section 7 of the MSMED Act, 2006, with the 2020 change brought in through the Atmanirbhar Bharat package, as in Atmanirbhar Bharat Abhiyan
- Number of units: the Udyam portal shows several crore registrations, including informal units under Udyam Assist, and the live count is published on the portal, so figures change often
- Share of micro units: the large majority of registered units are micro enterprises, which shows the small size of Indian enterprises
- Link to GST: units must have a GST number if they are required to by law, and some GST-registered traders were added to the database in 2021
- MSME Champions: ZED and lean support need registration, as in MSME Champions Scheme
- Credit schemes: guaranteed loans use Udyam details, as in Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE)
- Criticism: many informal units remain outside the system, and registration alone does not improve access to credit if banks do not lend
- Challenges: fear of tax scrutiny, low digital literacy and mismatch between classification and real size
- Way forward: simpler periodic updates, use of data for targeted schemes and tie-up with account aggregator based lending
Why Does It Matter for the Exam?
- Basics: launch date and the replaced Udyog Aadhaar system
- Limits: latest investment and turnover limits and the old ones as a check
- Features: paperless, free and self-declared, with PAN and GST linked
- Udyam Assist: for informal micro enterprises since January 2023
- Common errors: using only one criterion for classification or treating registration as compulsory for all firms
As an analytical point, a single registration number gives the state a clean database of small firms and gives firms access to formal credit. The gain is real only when banks use the data to lend and when informal units feel safe to register.
