Funds Plan and non-plan fund distribution has ended. The Finance Ministry and the Finance Commission handle transfers

  • Policy proposals: NITI Aayog has made proposals on disinvestment, model laws on land leasing and agricultural marketing, and the National Health Stack, which the states can adopt or reject
  • Limits: It has no power to enforce its advice or to allocate budgets, a point critics raise when comparing it with the old Planning Commission

Why Does It Matter for the Exam?

  1. Date and form: 1 January 2015, Cabinet resolution, no constitutional status
  2. Chair: Prime Minister, with a Vice Chairperson and CEO
  3. Indices: Which index is published by NITI Aayog and which by another body
  4. Programmes: Atal Innovation Mission and Aspirational Districts Programme sit with it
  5. Common errors: Saying it allocates funds, is statutory, or was set up in 2014

As an analytical point, NITI Aayog works as an ideas body whose influence depends on the trust of the Union government and the states. Its indices create healthy competition among states, but data quality and methodological transparency decide how much weight policy makers should place on them.
