Current Affairs & Government Schemes › Infrastructure and Connectivity Schemes · Topic 11.6
The National Industrial Corridor Development Programme is the Government of India plan to build planned, plug-and-play industrial cities along transport corridors, led by the Department for Promotion of Industry and Internal Trade. It is implemented through the National Industrial Corridor Development and Implementation Trust, which was set up in 2020 and oversees 11 corridors and 32 projects. On 28 August 2024 the Cabinet approved 12 new industrial nodes in 10 States across 6 corridors with an investment of about Rs 28,602 crore. The aim is to attract manufacturing, create jobs and raise exports.

Where Does It Fit?
This topic links manufacturing to transport infrastructure inside the macro on infrastructure and connectivity. The corridors rely on freight lines, highways and ports covered in the neighbouring topics. Previous topic: National Infrastructure Pipeline (NIP). Next topic: National Rail Plan and Dedicated Freight Corridors.
What Is the Industrial Corridor Programme?
| Feature | Details |
|---|---|
| Nodal department | Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry |
| Implementing trust | National Industrial Corridor Development and Implementation Trust, called NICDIT, set up in 2020 as the apex body that merged the earlier Delhi Mumbai Industrial Corridor Development Corporation |
| Scale | 11 industrial corridors with 32 projects spread across many States, as reported by the Government |
| Concept | Planned industrial nodes with trunk infrastructure, power, water, logistics and social facilities, ready for factories to start |
| Funding | The Centre provides equity support for trunk infrastructure through NICDIT, States provide land and external links, and private developers build and operate parts |
| 2024 decision | On 28 August 2024 the Cabinet approved 12 new industrial nodes in 10 States, with an investment of about Rs 28,602 crore |
Which Corridors and Nodes Are Important?
- Delhi Mumbai Industrial Corridor: the flagship corridor, planned with the Western Dedicated Freight Corridor and covering States such as Uttar Pradesh, Haryana, Rajasthan, Gujarat and Maharashtra
- Dholera Special Investment Region: a greenfield smart city in Gujarat on the Delhi Mumbai corridor, noted for its planned semiconductor and electronics activity
- Chennai Bengaluru Industrial Corridor: a corridor linking the two cities through Andhra Pradesh, Karnataka and Tamil Nadu
- Amritsar Kolkata Industrial Corridor: a corridor along the Eastern Dedicated Freight Corridor through Punjab, Haryana, Uttar Pradesh, Bihar, Jharkhand and West Bengal
- Bengaluru Mumbai Economic Corridor: a corridor linking Karnataka and Maharashtra with new nodes such as Dharwad
- Vizag Chennai Industrial Corridor: part of the East Coast Economic Corridor, with Phase I supported by the Asian Development Bank
- Hyderabad corridors: Hyderabad Nagpur, Hyderabad Warangal and Hyderabad Bengaluru corridors are among those in the portfolio
- 2024 nodes: the approved nodes include Khurpia in Uttarakhand, Rajpura Patiala in Punjab, Dighi in Maharashtra, Palakkad in Kerala, Agra and Prayagraj in Uttar Pradesh, Gaya in Bihar, Zaheerabad in Telangana, Orvakal and Kopparthy in Andhra Pradesh, and Jodhpur Pali Marwar in Rajasthan
What Else Should You Remember?
- Smart cities link: the nodes are planned as smart, green cities, with common utilities and digital systems
- Plug-and-play model: a factory gets land with clearances, power, water, roads and effluent treatment ready, so that it can start production quickly
- Trunk infrastructure: the Centre pays mainly for common or trunk infrastructure such as roads, water supply and power lines inside the node
- Special Investment Regions: the early Delhi Mumbai plan used the Special Investment Region model under State laws, as in Dholera
- Investment potential: the 2024 nodes were reported to offer an investment potential of about Rs 1.5 lakh crore and about 1 lakh direct jobs and up to 3 lakh indirect jobs. These are projected figures
- Programme name: the National Industrial Corridor Development Programme replaced the older approach of separate corridor companies with one national framework
- Master planning: nodes are developed by special purpose vehicles that are co-owned by the Centre and the State
- Link with freight corridors: the Delhi Mumbai and Amritsar Kolkata corridors run along the dedicated freight lines, as in National Rail Plan and Dedicated Freight Corridors
- Link with planning tools: projects are mapped on the Gati Shakti platform, as in PM Gati Shakti National Master Plan
- Link with industry policy: the nodes support schemes that give production linked incentives and semiconductor and electronics manufacturing
- Challenges: land acquisition, delays in trunk works, weak demand in some nodes and slow take-up by industry have held back progress in several corridors
- Water and environment: industrial nodes need large water supply and pollution control, and ecological safeguards must be built into planning
- Earlier model: the Delhi Mumbai corridor was announced in 2007 as a project with Japanese support, and its progress has been slower than expected in reported reviews
Why Does It Matter for the Exam?
- Institution: NICDIT and its parent department
- Corridor names: matching corridors with States and with freight lines
- Recent approvals: the 2024 decision on 12 nodes and the States involved
- Concept questions: plug-and-play, trunk infrastructure and Special Investment Regions
- Common errors: mixing industrial corridors with dedicated freight corridors, which are rail lines
As an analytical point, industrial corridors work when land, power, water and logistics come together before the investor arrives. The record shows that the hardware is easier than the demand. Strong State support, skilled labour and links to export markets decide whether a node fills up.
