Where Does It Fit?
This is the last topic of the macro on urban development. It builds on the general idea in National Urban Transport Policy, by giving a dedicated rule book for the costliest form of public transport, and it connects with the city transport vision of Smart Cities Mission. Previous topic: PM SVANidhi Scheme (Street Vendors). Next topic: PM-KISAN (Pradhan Mantri Kisan Samman Nidhi).
What Does the Metro Rail Policy 2017 Say?
| Provision | Detail |
|---|---|
| Approval | Cabinet approval in August 2017, replacing the earlier case by case approach |
| Alternatives analysis | Cities must study other options, such as bus rapid transit, light rail and tramways, before choosing a metro |
| Economic return | A minimum Economic Internal Rate of Return of 14 per cent for approval |
| Funding modes | Central assistance is offered through options that include a central equity share in a joint venture company and viability gap funding in PPP models, with private participation required in each case |

| Value capture | Value capture financing means that cities must plan to raise money from property development, advertising, betterment levy or other methods |
| Fare | A fare fixation authority is needed in each state to set fares |
What Laws and Systems Govern Metros?
- Law: the Metro Railways (Construction of Works) Act, 1978 and the Metro Railways (Operation and Maintenance) Act, 2002 are the main laws
- Metro Railways Act coverage: the Ministry of Housing and Urban Affairs administers the Metro Acts, and the Commissioner of Metro Rail Safety clears new lines for passenger service
- Executing bodies: special purpose companies, often a joint venture of the Centre and the state, such as Delhi Metro Rail Corporation
- Standards: a push for standard gauge, indigenous rolling stock, common ticketing and the National Common Mobility Card
- Make in India: a requirement for local content in rolling stock and signalling, as in the 2017 policy
- Delhi Metro: began operations in December 2002 and is the largest network in India, as reported
- Kolkata: the first metro in India, opened in 1984 on the Esplanade to Bhowanipore stretch
- Safety: Commissioner of Metro Rail Safety certifies the line before passenger service
What Else Should You Remember?
- Network size: As reported in 2026 by the Ministry, India has about 1,170 km of operational metro across 26 cities, though counts vary between 1,066 and 1,170 km depending on date and what is included
- World rank: India has been reported as the third largest metro network in the world, after China and the United States, and likely to overtake the United States
- Growth: In 2014 about 245 km was operating in 5 cities, as reported in the minister’s statements
- Rapid rail: Rapid Regional Transit System, branded Namo Bharat, connects Delhi with Meerut and was the first such corridor, opened in sections. It is a regional rail with higher speed than a metro
- Metro Lite and Neo: Lower cost systems called Metro Lite and Metro Neo were approved in 2021 for smaller cities, to cut costs
- Funding sources: Many projects are funded by loans from agencies such as Japan International Cooperation Agency, the Asian Development Bank and European banks, with central and state equity
- Ridership concern: Several metros in smaller cities have had lower ridership than forecast, which raises questions on viability
- First and last mile: Feeder buses, cycle and pedestrian routes and integrated ticketing matter for ridership
- Link to other schemes: Electric buses and bus based systems are handled through other schemes, as in National Urban Transport Policy
- Environment: Metros cut road traffic and emissions, but construction has tree felling and heritage issues
- Exam trap: Metro is a state subject in the sense that cities must propose it, but central assistance follows the 2017 policy
Why Does It Matter for the Exam?
- Year: 2017 and the PPP condition
- Return: EIRR of 14 per cent
- Laws: Metro Railways Acts of 1978 and 2002
- First: Kolkata, 1984; Delhi, 2002
- New systems: Namo Bharat and Metro Lite or Neo
As an analytical point, metros reduce congestion and pollution but cost a great deal and need high ridership to pay back. Cities should compare cheaper options and plan stations with property and bus links. Fares and value capture must be planned from the start.
