Where Does It Fit?

This topic looks at LiFE through the climate policy lens, as a demand side tool of the macro on environment and climate. The first topic of this macro on the National Action Plan on Climate Change covers supply side missions, while LiFE aims to change what people consume. Previous topic: Nagar Van Yojana (Urban Forestry). Next topic: National Mission for a Green India.

What Are the Themes and Aims of LiFE?

Theme What it asks people to do
Save energy Use efficient appliances, switch off unused devices and adopt clean energy
Save water Fix leaks, harvest rainwater and use water carefully
Reduce single-use plastic Carry cloth bags and refill bottles, and avoid disposable plastic items
Adopt sustainable food systems Eat local, seasonal and millet based food, and waste less food
Reduce waste Reduce, reuse and recycle, and segregate household waste
Adopt healthy lifestyles Walk, cycle and choose traditional practices that are good for health and the planet
Reduce e-waste Repair and reuse electronic goods and dispose of them through authorised recyclers

How Does Mission LiFE Work?

  • Three phases: Phase one changes individual demand, phase two makes industry and markets respond with sustainable supply, and phase three seeks to shape government and industrial policy
  • Pro Planet People: the mission aims to build a global network of individuals who act to protect the environment
  • Targets by 2028: India aims for at least 80 percent of villages and urban local bodies to become environment friendly, and to engage one billion Indians and people across the world
  • Nodal ministry: the Ministry of Environment, Forest and Climate Change coordinates in India, with NITI Aayog having helped in design
  • Nudge approach: this mass movement, launched with United Nations Secretary General Guterres, uses behavioural science to drive behavioural change through small, people led steps
  • Campaigns: a number of drives such as the Ek Ped Maa Ke Naam tree plantation campaign of 2024 are linked to its spirit
  • Global reach: the United Nations has taken note of the concept, and LiFE features in international climate discussions and in the Group of Twenty declarations under India’s presidency
  • Missions and schools: school clubs, colleges and local bodies are enlisted for awareness and action

What Else Should You Remember?

  • Origin: Prime Minister Modi proposed the idea at COP26 in Glasgow on 1 November 2021 as a call for mindful and deliberate use instead of mindless and wasteful consumption
  • Link with Panchamrit: LiFE was presented along with India’s five climate commitments, as in Panchamrit Climate Commitments (COP26)
  • Updated NDC: India’s updated Nationally Determined Contribution of 2022 mentions a lifestyle based approach as part of its strategy
  • Demand side focus: most climate policy works on supply, such as clean power. LiFE works on demand, which is also important because consumption drives emissions
  • Sustainable consumption: the idea matches Sustainable Development Goal 12 on responsible consumption and production
  • Per capita view: India’s per capita emissions are far below the world average, and the argument of the mission is that rich countries must also reduce wasteful consumption
  • Policy and market tools: the mission asks for eco labels, tax incentives and procurement rules so that individual choices are supported by the market
  • Criticism: critics say the movement relies on voluntary action and lacks clear targets, a budget and a way to measure change in behaviour
  • Equity concern: asking individuals to change habits may place the burden on ordinary households, while larger sources such as industry and power need regulation
  • Measurement: behaviour is hard to measure, so reports focus on the number of people pledged, which does not show actual change
  • Link with other schemes: Mission LiFE complements work on clean fuel and efficiency, as in UJALA Scheme (LED Bulb Distribution)

Why Does It Matter for the Exam?

  1. Basics: date and place of launch and who launched it
  2. Themes: the seven themes of LiFE
  3. Concept: the meaning of Pro Planet People and the three phases
  4. Link: COP26, Panchamrit and the updated NDC
  5. Common errors: giving the wrong date, or confusing LiFE with the Swachh Bharat Mission

As an analytical point, lifestyle change is a necessary part of climate action, but it works best when policy makes the sustainable choice easy and cheap. Voluntary pledges alone do not cut emissions, so the movement needs labels, prices and public services that support new habits.
