The Atal Pension Yojana (APY) is a guaranteed pension scheme for unorganised sector workers, administered by the Pension Fund Regulatory and Development Authority (PFRDA) under the Ministry of Finance, and launched on 9 May 2015 from Kolkata. It replaced the Swavalamban Yojana. A subscriber aged 18 to 40 years with a bank account contributes a fixed monthly amount until age 60 and then receives a guaranteed monthly pension of Rs 1,000, 2,000, 3,000, 4,000 or 5,000, with the same pension to the spouse and the corpus to the nominee. Over 9 crore subscribers were reported in April 2026, and income tax payers have been excluded since 1 October 2022.

Where Does It Fit?
This is the fourth topic of the macro on financial inclusion and insurance. It completes the Jan Suraksha trio with a pension product, and it connects to the pension reform ideas behind the National Pension System. Previous topic: Pradhan Mantri Suraksha Bima Yojana (PMSBY). Next topic: Stand Up India Scheme.
How Does the Atal Pension Yojana Work?
| Feature | Detail |
|---|---|
| Launch and body | 9 May 2015, administered by PFRDA through the National Pension System architecture, with banks and post offices as enrolling points |
| Eligibility | Indian citizens aged 18 to 40 years with a savings bank or post office account and an Aadhaar or mobile number. Income tax payers cannot join from 1 October 2022 |
| Contribution | A fixed monthly amount that depends on the age at entry and the chosen pension, deducted by auto-debit. Joining earlier means a smaller contribution |
| Pension | A guaranteed monthly pension of Rs 1,000, 2,000, 3,000, 4,000 or 5,000 from the age of 60 |
| On death | The pension passes to the spouse, and after the death of both, the accumulated corpus up to age 60 goes to the nominee |
| Minimum period | At least 20 years of contribution for a person who joins at 40 |
| Government role | The Government guarantees the pension. Earlier it gave a co-contribution of 50 per cent or Rs 1,000 a year, whichever was lower, for five years to those who joined before 31 March 2016 and were not in any statutory social security scheme |
What Do the Numbers and Rules Show?
- Subscribers: An official release reported that APY crossed 9 crore gross enrolments as of 21 April 2026, with a record 1.35 crore added in 2025-26. Gross enrolment means all who joined, including those who exited
- Earlier milestones: The scheme crossed 8 crore enrolments in July 2025, which shows steady growth
- Premature exit: Exit before 60 is allowed only on death or terminal disease. Voluntary exit returns only the contribution with the interest earned, less charges
- Missed payments: Late payment carries a small penalty each month, and the account is frozen after six months and closed after twelve to twenty-four months of default
- Reform talk: Reports in 2026 said the regulator was looking at raising the guaranteed pension limit, as reported. No final change should be assumed without a notification
- Link with insurance: It is one of three Jan Suraksha schemes, as in Jan Suraksha Schemes (Umbrella Social Security Schemes)
What Else Should You Remember?
- Predecessor: The Swavalamban Yojana of 2010 was a co-contribution scheme under the National Pension System for the unorganised sector, and it was closed after APY began
- Pension fund: The Pension Fund Regulatory and Development Authority oversees the fund managers who invest the contributions under the National Pension System, and the guaranteed pension is the minimum
- Pension amount: Because of longer life and low returns, the corpus may not support the guarantee, so the Government bears the risk
- Gender: A large share of subscribers is women, but a gap remains in the older ages
- Inflation: A pension of Rs 5,000 fixed today will buy less in 2050, and this is the main criticism of fixed pensions
- Bank role: Banks enrol customers and the debit comes from the savings account, so a low balance can cause default
- Digital: Subscribers can enrol through net banking and mobile apps, and the Permanent Retirement Account Number is created for each subscriber
- Links: The scheme sits with the Pradhan Mantri Jan Dhan Yojana accounts and the Pradhan Mantri Shram Yogi Maandhan scheme for unorganised workers, which is another pension scheme
- Public pensions: India’s pension coverage is low, as only a small share of workers have a pension
- Concerns: High drop-out rates, low awareness of rules, fixed nominal pension and the tax payer exclusion
- Way forward: Indexation or optional higher slabs, easier re-entry and targeted drives for women and gig workers
Why Does It Matter for the Exam?
- Launch and regulator: 9 May 2015, PFRDA
- Age: 18 to 40 years for entry, pension from 60
- Pension slabs: Rs 1,000 to Rs 5,000 a month
- Predecessor: Swavalamban Yojana
- Common errors: Naming the Ministry of Labour as the owner, or saying it covers tax payers
As an analytical point, a fixed pension is simple and trusted but loses value with inflation. Optional indexation, higher slabs and easy re-entry would keep the scheme useful for workers who earn little and irregularly.
